First stage: Analysis of the actual implementation of school sports laws and regulations in foreign countries
Second stage: Formulation of draft articles for the ROC School Sports Act
Analysis of the implementation of school sports laws and regulations in advanced nations, establishment of a basic framework and legal system for the ROC School Sports Act (as a separate section of the National Sports Act or an independent School Sports Act)
Data collection and comparative analysis of School Sports Laws and Regulations in advanced nations such as China, Japan, Korea, New Zealand, Germany, and the UK; formulation of a basic framework and legal system for the ROC School Sports Act based on the actual situation and environment in Taiwan as well as the actual implementation of PE education in Taiwanese schools.
1. Definition of individual sections, chapters, and contents and formulation of draft articles based on the basic framework and legal system for the School Sports Act.
2. Invitation of representatives from schools at all levels (including elementary, junior high schools, senior high schools, colleges, and universities) and educational agencies of city and county governments in Northern, Central, Southern, Eastern, and Western Taiwan. A public hearing on the School Sports Act with 60 representatives from each region will be conducted to solicit opinions and ensure the suitability of laws and regulations.
3. Invitation of 11 representatives from the Ministry of Education, the Sports Affairs Council of the Executive Yuan, and sports and legal experts to form a Legal Advisory Committee in order to discuss and revise the articles of each section and ensure the compliance with specified legal principles as well as the spirit and intent of the Act.
