Rio 2016 Paralympics Training Opening Ceremony
The Rio 2016 Paralympics will be held from September 7th to 18th in Rio de Janeiro, Brazil. Our nation has 11 athletes qualifying for participation in powerlifting, judo, table tennis, athletics, swimming, and archery (18 athletes participated in 7 events during the last session) and will send a 49-member delegation comprised of coaches, athletes, and team staff. On July 28th, Minister of Education Pan Wen-chung set aside some time to participate in the Training Opening Ceremony to support and encourage the delegation.
The Sports Administration, Ministry of Education explains that the athletes have already begun intensive preparations for the upcoming 2016 Rio Paralympics competition. The Sports Administration and the Chinese Taipei Paralympic Committee (CTPC) will jointly provide funding for all training-related activities to athletes and coaches during the training period, such as domestic and overseas training, participation in open tournaments, accommodations, and acquisition of expendable equipment. The athletes and coaches will not have to worry about shouldering any of these expenses. Also, since this session will be held in South America and the flight will be over 30 hours long, we have found corporate sponsors to provide each athlete with business class seating. This will enable athletes to rest up and be mentally and physically prepared for the competition. The government encourages the mentally and physically disabled citizens to actively get involved in the sport policies. We hope that by establishing regular exercise habits, those with mental and physical disabilities will be invigorated with a new vitality and positive vision for themselves and the society. Their participation in sports can also give people the chance to see others overcoming adversities, giving everything they've got with an unwavering determination and spirit. That sets a positive example for everyone!

2016 International Children's Games Commences "Be strong, be friends"
The 50th International Children's Games took place from July 11st to 16th in New Taipei City. Over 2,000 athletes and staff from 83 cities around the world participated in 9 events (athletics, swimming, handball, taekwondo, table tennis, basketball, football, and volleyball) at venues located in Xinzhuang, Banqiao, Taishan, and Shulin. The Athletes' Village is on the campus of Fu Jen Catholic University. The Sports Administration indicated that this 6-day competition was designed to not only give youth a platform for sports and cultural exchange, but also an opportunity for everyone to experience the unique natural and cultural beauty of Taiwan.
The International Children's Games (ICG) consists of both Winter and Summer Games, organized sports competitions for 12 to 15 year-old athletes representing teams of city delegations worldwide. Our nation held the 35th session in Taipei City back in 2002. New Taipei City became an ICG member in 2012 and in March 2014 was granted authorization to host this year's 50th International Children's Summer Games. An estimated 2,000 participants was involved in this year's Games and our nation had delegations representing these 13 cities and counties: Taipei City, New Taipei City, Taoyuan City, Taichung City, Tainan City, Kaohsiung City, Keelung City, Hsinchu City, Chiayi City, Hsinchu County, Changhua County, Hualien County, and Lianjiang County.
The New Taipei City Government made special arrangements organizing a "night market tour" inside the Athlete's Village so the visiting athletes and guests could experience the bustling energy of Taiwan's traditional night market culture and taste the delicious foods. They also organized two city tours, one to Sanxia Zu Shi (Divine Ancestor) Temple and the other to Yingge Ceramics Museum for some hands on fun. And for the closing ceremony, visitors traveled to Pingxi District for the sky lantern releasing festivities. These activities gave all the visiting delegations the chance to experience Taiwan's local culture and scenery.
The Sports Administration wants to highlight the fact that this year's Games could only have been made possible through the mutual cooperation of the central and local governments and grassroots organizations, along with the active assistance from schools. Building friendships through athletic exchanges and cultural interaction echoes the spirit of this year's theme ‒ "Be strong, be friends." These Games also serve to propel greater interest in sports locally, increase Taiwan's international exposure, and grow our experiences in holding international multi-sport competitive events.

Portable Swimming Pools Introduced at Elementary Schools in Remote Areas
Striving to reduce the swimming and self-rescue skills gap between urban and rural areas, the Sports Administration has organized the 2016 Elementary School Swimming and Self-Rescue Skills Instruction Tour Plan. A pilot program was launched this year targeting elementary schools in remote rural areas without swimming pools on campus or access to swimming pools in their communities. The Chinese Taipei University Sports Federation (CTUSF) organized this program in coordination with the specialized and enthusiastic assistance of university instructors and students. A series of 3-day swimming and self-rescue skills classes was held using three portable swimming pools installed on campus. This pilot program was scheduled to begin in July at two separate locations ‒ Fengguo Elementary School in Ren Ai Township, Nantou County and Chengfu Elementary School in Sanxia District, New Taipei City. In all, counting students from other elementary schools in the area, more than 400 students were benefited from this program.
The first class was held on July 1st with participating students primarily from Nantou County's Fengguo Elementary School and Qinshui Elementary School, and the youngest participants were 4-years-olds from the schools' affiliated kindergartens. Prof. Chiah-Chang Chang led a 9-member coaching team from National Changhua University of Education and they taught specially designed course content for students of different ages and abilities. After completing this 3-day class, nearly all of the participants achieved the First Level (Seahorse Level) capacity established in the Ministry of Education's National Elementary and Junior High School Swimming Self-Rescue Skills Index. These students were able to overcome fear of water and more importantly perform basic skills such as picking up objects in the water, rhythmic breathing, and the jellyfish float while being tested.
