Taiwan Mulan Football League Kicks Off Making History
The year 2014 coincides with the FIFA World Cup and the Incheon 2014 Asian Games as well as the "kick off" of our nation's Mulan Women's Football League. Our women's national football team is currently ranked 39th in the world and 8th in Asia. To strengthen our nation's international competitiveness in football, the Sports Administration is actively assisting the Chinese Taipei Football Association in organizing Taiwan women's community football clubs and holding Taiwan Mulan Football League competition.
Following nearly a year of careful planning, four clubs have already been formed: Hualian Taikai Women's Football Club, Taichung Blue Whale Women's Football Club, Hsinchu FC Women's Football Club, and Taipei SCSC Football Club. Taiwan Mulan Football League warm-up matches kicked off earlier this year on 29th March 2014 in Hualien County, and the action-packed launch of official competition began in April. The kick -off of the Mulan Football League marks a new milestone in Taiwan women's football history.

臺灣木蘭足球聯賽－「開」創歷史、「踢」進世界
2014年適逢世界盃足球年，也是2014仁川亞運年，更是我國木蘭女子足球開踢年，我國女子足球隊目前世界排名39名，亞洲第8名，教育部體育署為提升我國足球國際競爭實力，積極輔導中華民國足球協會籌組「臺灣女子社會足球隊」，舉辦臺灣木蘭足球聯賽。
經過將近一年的縝密規劃，已成立花蓮臺開女子足球隊、臺中藍鯨女子足球隊、新竹FC女子足球隊及臺北SCSC足球隊等4隊。木蘭足球聯賽熱身賽已於103年3月29日在花蓮縣開踢，正式比賽於4月熱烈展開，木蘭足球聯賽的開踢，將為臺灣女子足球史開啟跨世紀的新里程。

Sports Lottery Online Betting Service Launches in April!
To make the sports lottery faster and more convenient, the Sports Administration and the issuing agency ADATA Technology Co., Ltd. began officially in April 2014 promoting online betting services. Now, in addition to going down to storefront retailers to place a bet, the public will also be able to place bets via the official sports lottery website on their computers, smart phones, tablets and other mobile devices with Internet access. Placing bets in the sports lottery to support the development of Taiwan's sports industry will be free from temporal and spatial limitations!
Those interested in online betting can pick up an application form at any sports lottery betting station, complete the application procedures, and enjoy sports lottery betting online (please refer to the Account Betting Member Application Procedure form above).

運動彩券網路投注，4月啟動！
為了快速便捷的運動彩券，教育部體育署與發行機構威剛科技股份有限公司於103年4月起正式推出網路投注服務，民眾除了到實體經銷商店面進行投注外，也可透過電腦、手機、平板或其他行動裝置連線至運動彩券官方網站投注。投注運動彩券來支持臺灣體育事業發展將不再受到時間與空間的限制!
對網路投注有興趣的民眾，可以向各地運動彩券投注站索取申請書，完成申請程序後，即可透過網路進行運動彩券投注(請參考投注流程圖)。

Outstanding Student Athletes Selection and Application Registration Begins
The advancement channel for outstanding student athletes is divided into two groups: Senior High School Group (senior high school students advancing to college) and Junior High School Group (junior high school students advancing to senior high school or five-year vocational schools).
Criteria for determining placement on the "selection" part of registration is based on school preference, international sports achievement, and academic grades. Criteria for the "application" part of registration is based on national sports competition achievement, includes additional tested academic subjects (Senior High School Group: Chinese, English, and Mathematics; and Junior High School Group: Chinese, English, Mathematics, Natural Science, and Social Studies), and requires certain sports specializations to participate in assessments on technical skills. Sports achievement and test scores are tallied to compile a total score, and placement is based on the combination of the total score and school preference considerations.
The 2014 selection and application schedule is as follows: Online registration is from 16th April to 2nd May 2014. The application part's technical screening tests will be conducted on 25th May and results will be announced on 6th June at 5:00 p.m.

運動成績優良學生甄審及甄試開放報名
運動績優生升學管道分為高中組(高級中等學校升大學)、國中組(國民中學升高級中等學校或五年制專科學校)二組。
「甄審」是以國際運動競賽成就為報名門檻，並依資格審查合格考生之志願序及運動成績、學業成績予以分發。「甄試」則是以全國運動競賽成就為報名門檻，並加考學科（高中組：國文、英文、數學三科；國中組：國文、英文、數學、自然及社會五科）及部分專長須參加術科檢定，並以運動成績表現及學科考試分數換算總分，總分達最低錄取標準者，依成績高低及志願順序分發。
103學年度甄審、甄試時程如下： 103年4月16日至5月2日線上報名。5月24日甄試學科考試。5月25日甄試術科檢定。6月6日17時錄取分發放榜（公告）

Don't Take Water Safety Lightly While Enjoying the Water and Relieving the Heat
The weather is getting hotter, and the Sports Administration reminds the public to choose a safe, sanctioned site for water activities. Parents are reminded to closely monitor their children's summer vacation activity plans in order to avoid dangers and prevent accidents.
According to statistics, there were 108 student-aged children and youth drowning deaths from 2008 to 2013 with the majority of these incidents occurring in streams and rivers. New Taipei City's Nanshi River in Wulai District and Dabao River in Sanxia District and Hsinchu County's Youluo River in Neiwan Township have proven to be the most dangerous sites as their placid surfaces conceal powerful eddies and turbulent currents below.
The Sports Administration continues subsidizing educational programs that teach students swimming and life-saving skills, intensifying patrolling of dangerous waters, and reinforcing the public's water safety concepts. The Sports Administration is also working to establish a water safety network in coordination with city and county governments through the implementation of effective public announcements and prevention measures in hopes of effectively abating drowning incident rates and reducing the number of drowning mortalities.

水域安全莫輕忽 暢快戲水樂消暑
天氣逐漸炎熱，體育署提醒民眾，從事水域相關活動請務必前往合格且安全的水域，並請家長留意學生參與連續假日與暑期活動的動向，防範可能發生的危險。
依據97年至102年統計顯示，溪河流是學生溺水死亡人數最多的水域，共有108名。新北市烏來南勢溪、大豹溪、新竹縣內灣等地，水面平靜但暗藏漩渦流、翻滾流等危險水象。
體育署持續補助學生游泳與自救能力教學，並加強危險水域巡查及強化民眾水域安全觀念，與縣市政府建立水域安全網絡，針對危險區域，進行宣導及防制措施，希望減少學生溺水事故發生率，降低溺水死亡人數。

Nation-wide Swimming Pool Health & Safety Inspections Ensuring Swimmer's Safety
As stipulated in the Sports Administration's Swimming Pool Management Standards, swimming pool operators are required to apply for business registration certification and operator's license; comply with building, fire prevention and safety, and indoor air quality regulations; comply with water quality standards established by health authorities; announce swimming pool health and safety information; employ certified life guards to serve on duty at poolside; provide certified life saving equipment and supplies; formulate a self-management plan; and attain public accident insurance coverage. Local governments will be launching the 2014 swimming pool inspections. Operators who fail to meet standards will be allotted a certain amount of time to make improvements, and if standards are still not met on the follow-up inspection, public announcements will be released to alert and protect consumers.
Results of the 2013 inspections indicated the nation had 479 swimming pools with 34 either not in operation or not yet open, and among the 445 remaining 404 were inspected, a rate of 90.78%. The Sports Administration has already announced the results and continues urging unqualified operators to improve the quality of their swimming environment and ensure consumer safety.

全國游泳池衛生安全查核，保障泳客安全
依據體育署訂定的「游泳池管理規範」，游泳池經營業者應辦理公司及營利事業登記；符合建築、消防及室內空氣品質法規；水質符合衛生主管機關標準；公告游泳池衛生及安全資訊；聘用救生員在現場執勤；設置合格救生器材；訂定自主管理計畫並投保公共意外險等。各縣市政府將展開103年度游泳池查核，要求不合格業者改善，複查仍未改善將於消費者警訊公布。
102年的查核結果，全國游泳池共有479家，其中34家未營業或未開放，餘445家，共查核404家，查核率90.78％，體育署已公布查核結果，並持續請各縣市政府督促不合格業者改善，以提升游泳運動之環境和品質，保障消費安全。

Sports Administration Inspected Taitung Supporting Asian Games Training and Training Station Athletes
On April 9th, the Sports Administration Deputy Director General Tai-lin Peng visited both the Eastern Regional Training Camp at the Taitung University Affiliated Physical Education Senior High School and the Taitung Zhiben Elementary School, reaching out to support the cultivation of sports talent at all levels in the Eastern Region.
This Physical Education Senior High School has the advantages of being equipped with excellent sports venues and facilities, the capacity to train for long periods of time, and great air quality. Also, the campus grounds occupy a large area of spacious, level ground, providing a premier training site. After Deputy Director General Peng inspected the Asian Games national team athlete training facilities, he joined athletes and coaches for lunch and encouraged athletes to carry over the success from last year's East Asian Games in Tianjin to once again put forth a spectacular showing for Taiwan.
Deputy Director General Peng also went out to inspect the Sports Administration's Local-Level Judo Training Station at Zhiben Elementary School, giving his encouragement and support and letting the kids know of the expectations he has for them to achieve glory for the nation through their extraordinary achievements in future sports competition.

體育署赴臺東關心亞運培訓及基訓站選手
體育署彭臺臨副署長4月9日至設立於臺東大學附屬體育高級中學的東部訓練基地以及臺東知本國小，關心東部基層運動人才培育現況。
臺東體中擁有硬體場館、可訓練時期長與空氣新鮮等優勢，且校地面積遼闊，校園寬敞且平整，是不可多得的訓練處所。彭副署長訪視亞運培訓隊選手訓練狀況後，亦與教練選手餐敘，並勉勵選手延續去年天津東亞運動會優異表現，再次為臺灣拼出亮眼的成績。
彭副署長也前往體育署柔道基層訓練分站-知本國小進行訪視，給選手鼓勵與支持，期許他們在未來的競技運動殿堂上，發光發熱，為國爭光。

Everyday Premiums for Children and Youth to Thoroughly Enjoy Healthy Sports Activities
Amendments to Article 33 of the Protection of Children and Youth Welfare and Rights Act have been made with the revisions stipulating that public, publicly-owned/privately operated, and private enterprises in the domestic public transportation, cultural and educational facility, and scenic area and recreational venue sectors are required to offer premium incentives for children and be free to children under a specified age.
To promote these initiatives, the Sports Administration has asked schools, scholars, and experts to formulate a draft of "Regulations Governing Concessions for Children at Sports Venues and Facilities at Educational Institutions under Ministry of Education Jurisdiction". The amended regulations are being on public review until April 25th and an official announcement will be made soon. In the future, the regulated sports venues and facilities will offer preferential measures for children based on age and be free to children under a specified age. The Sports Administration hopes to attract more people to utilize school sports venues and facilities and encourage children to develop healthy exercise habits.

兒少優惠天天有，健康運動樂久久
兒少福利與權益保障法第33條修正，增訂國內大眾交通運輸、文教設施、風景區與康樂場所等公營、公辦民營及民營事業，應以年齡為標準，提供兒童優惠措施，並應提供未滿一定年齡之兒童免費優惠。
為推動這項措施，體育署請學校及學者專家研訂教育部主管學校體育運動場地及設施兒童優惠措施草案，於4月25日完成草案預告，並將正式發佈，未來針對教育部主管學校之運動場地及設施，以年齡為標準，提供兒童優惠措施，並提供未滿一定年齡的兒童免費優惠。希望民眾多利用學校運動場地及設施，培養兒童良好運動習慣。

Local Sports Administrator Seminar—Creating a Quality Sports Environment and Cultivating the Population's Exercise Habits
The Sports Administration held the Local Government Sports Administrator Seminar with the topics discussed including: 1. National Sports Day implementation plan: Public sports facilities will be open free to the public, and a Guinness Book of World Records rope jumping activity and School Sports Carnival will also be held.
2. Basic level sports athlete training station and status of the regional sports talent system: The objective is to improve the basic level of sports competitiveness and establish a comprehensive training mechanism.
3. 12-year compulsory education and physical education: The objective is to improve physical education curricula in schools, hire and set guidelines for full-time sports coaches and athletic trainers, set up advancement channels for outstanding student athletes, implement physical fitness test in the college examinations-free entrance competition, and establish advancement linking mechanisms.
4. SH150 (Sport & Health 150 Minutes) Plan: Three major objectives: students becoming adept in at least one sport, by 2021 the proportion of students with moderate physical fitness reaching 60%, and the proportion of students who regularly exercise reaching 90%."

地方體育行政主管研討會-打造優質運動環境，養成國民運動習慣
體育署舉辦地方政府體育行政主管人員研討會，會議討論議題包括：
一、國民體育日實施計畫：公共運動設施免費開放使用，舉辦跳繩金氏世紀紀錄活動及學校體育嘉年華。
二、基層運動選手訓練站及區域運動人才體系現況：目標為提升基礎競技運動實力，建立完善培訓體制。
三、12年國民教育與學校體育：以健全學校體育班、專任運動教練、運動傷害防護員、運動績優生升學管道、體適能超額比序及升學銜接機制為目標。
四、每週150分鐘在校運動策略：3大目標：學生至少學會一項運動技能、110年學生體適能中等比例達60%，及學生規律運動習慣比例提升至90%。
