2014 UCI Tour de Taiwan—Enjoying Taiwan's Spectacles Thru Diverse Routes

The 2014 UCI Tour de Taiwan was a 2.1 level race recognized by the International Cycling Union (UCI) taking place throughout Taiwan from March 9th to 13th. The race's five stages spanned five different cities and counties with the first stage held in Taipei City and ensuing stages coursing through Taoyuan County, Changhua County, Tainan City, and Dapeng Bay National Scenic Area in Pingtung County. In a total distance of 730 km the tour takes riders through bustling city streets and airport runways and past temples and fishing harbors to enjoy the dynamic scenery and beauty of Taiwan.

The R.O.C. government has constructed an extensive bicycle path network in recent years, and civic groups have organized cycling activities that utilize this network, effectively popularizing cycling as a recreational sport in Taiwan and giving rise to a burgeoning cycling tourism industry. This year's Tour de Taiwan was a 5-day event with 22 teams and nearly 200 elite athletes representing 30 countries from around the world participating in the race. Participants included an Italian top-tier professional cycling team, three UCI Professional Continental (second division) Teams and some of the world's elite cyclists whom have competed in the Tour de France. Taiwan has two teams participating, the Chinese Taipei National Team from the Asian Games and Team Gusto. Local cycling enthusiasts had a great chance to go watch this thrilling world-class cycling competition.

The 2014 Tour de Taiwan overall Team Champion was the Netherland's team Parkhotel Valkenburg CT, the Best Asian Rider (blue jersey) was Kohei Uchima of the Japan National Team, Chun-kai Feng of Taiwan's Team Gusto became a consecutive three-peat winner of King of Mountain (red polka-dot jersey), Marco Zanotti of the Netherland's team Parkhotel Valkenburg CT was the Sprint Winner (green jersey), and Rémy Di Gregorio of the French team La Pomme Marseille 13 was the overall winner (yellow jersey).

「2014國際自由車環台公路大賽」是國際自由車總會（UCI）認可的2.1級賽會，3月9日至13日在全臺競速，首站於臺北市，路線通過桃園縣、彰化縣、臺南市及屏東縣大鵬灣國家風景區等五縣市，路線總長730公里，帶領車手通過都會鬧區、機場跑道、寺廟建築、漁港風光，欣賞臺灣多變景色。

中華民國政府近年在全國建置許多自行車道，結合民間辦理自行車活動，使自行車運動在臺灣成為主流，興起自行車觀光旅遊風潮。為期5天的自由車環台賽有來自全球30個國家，22支職業車隊，近200位菁英選手來臺競輪，包含義大利一級職業車隊及3支洲際職業(二級)車隊，及參與環法大賽的頂尖選手，臺灣車手則有中華亞運培訓隊及高士特職業隊兩隊，車迷可親眼觀賞世界級自由車賽。

2014國際自由車環台公路大賽團體總冠軍最後由荷蘭帕克職業隊贏得，亞洲冠軍-藍衫由日本國家隊的內間康平 (Kohei Uchima)，登山王-紅點衫中華高士特職業隊的馮俊凱 (Chun-kai Feng)取得三連霸，衝刺王-綠衫荷蘭帕克職業隊薩諾堤 (Marco Zanotti)，個人總冠軍-黃衫法國馬賽蘋果職業隊迪格雷戈里奧 (Rémy Di Gregorio)。

Taekwondo Youth Relentlessly Prepare for Battle Earning Qualification for 2014 Nanjing Youth Olympics

he WTF Qualification Tournament for 2014 Nanjing Youth Olympic Games and the WTF World Junior Taekwondo Championships 2014 took place on March 20th to 21st and 23rd to 26th respectively at the Taipei Arena.

Preparations for selecting the most talented athletes to represent the nation at the WTF World Junior Taekwondo Championships and earn a qualification place for the Youth Olympics began early on in 2013. Each year the Sports Administration provides assistance to the Chinese Taipei Taekwondo Association for implementing training programs under the auspices of the Nurturing Elite Athletes with Outstanding Potential Plan.

Throughout the training the Sports Administration has assisted the Chinese Taipei Taekwondo Association in inviting South Korean university Taekwondo teams to come exchange knowledge and recruiting Coach Lee Dung Wan, a South Korean, who previously lead the Chinese Taipei national team on to capture two gold medals at the 2004 Athens Olympics, with the aim of solidifying the competitiveness and skill level of our athletes. Our national team recently traveled to Las Vegas for the US Open Taekwondo Championships, gaining the opportunity to compete against athletes from other countries, learning different techniques and accumulating practical international competitive experience.

This year at the WTF Qualification Tournament for 2014 Nanjing Youth Olympic Games our national team won 1 gold, 2 silver, and 1 bronze medal and at the WTF World Junior Taekwondo Championships our team captured 1 gold and 2 bronze medals.

跆拳道小將備戰不懈，成功取得2014青奧參賽資格

「2014年南京青年奧運跆拳道資格賽」及「2014年第10屆世界青少年跆拳道錦標賽」，已分別於3月20至21日、23至26日在臺北小巨蛋舉行。

為遴選優秀選手代表我國參加世青錦標賽並爭取青奧參賽資格，相關備戰作業已提早於102年啟動，並由教育部體育署於每年度補助中華民國跆拳道協會辦理「培育優秀或具潛力運動選手計畫」下分階段執行培訓工作。

訓練期間，體育署補助跆拳道協會邀請韓國的大學跆拳道隊伍來臺與選手切磋，以及聘請於2004年雅典奧運、協助我國獲得2面奧運金牌的韓籍李東浣教練來臺協助指導，以增加競技強度及技術水準。我國代表隊並前往拉斯維加斯參加美國公開賽，藉由與各國選手對戰，磨練不同技巧打法，以累積國際賽實戰經驗。

本屆世青錦標賽及青奧資格賽代表隊參賽結果，在青奧資格賽獲得1金2銀1銅，在世青錦標賽獲得1金2銅。

Sports Administration Subsidizes Student Groups' Attendance of Sports Events

Administration encourages students to go watch exciting live sports events. All it takes is for schools to organize groups of at least 50 students to spectate at Chinese Professional Baseball League (CPBL) regular season games, William Jones Cup International Basketball Tournament games, and Super Basketball League (SBL) games. These groups can then apply with the Sports Administration for allowances on tickets, transportation, insurance, and cheer props and materials expenses. Also, this year 15 sensational international competitive sports events have been announced as free of charge making it simpler and more convenient for schools to include sports events into students' graduation trips and extracurricular activities. These initiatives are aimed at amplifying spectator support of sports and expand the sports consumer market base.

體育署補助學生揪團參與及觀賞運動賽事

教育部體育署為鼓勵學生到現場觀賞精彩的運動賽事，只要學校籌組50名以上學生觀賞中華職棒例行賽、瓊斯盃籃球邀請賽、SBL等賽事，可以向教育部體育署申請補助門票、交通、保險、加油打氣器材道具等費用；另外還公布今年度15場在國內舉辦、免收門票、精彩的國際運動賽事，鼓勵學校在規劃畢旅或校外教學活動時，可以適當結合、納入行程，藉以提升國人觀賞運動之風氣，並擴大運動消費市場的規模。

Second Issuance of the Taiwan Sports Lottery Expanding Sports Resources

On 1st January 2014 the second issuance of the Taiwan Sports Lottery (TSL) hit the market establishing new milestones for the sports lottery industry. The Sports Administration and issuers hold strong to the principles of "New Teams, New Methods, New Hope." A more diversified selection of competitive events, more flexible betting options, and more stringent controls on service quality have been implemented to increase revenues on TSL sales. These measures will ensure that the sports lottery effectively promotes the nation's sports industry development policy objectives.

In January and February this year sales reached NT$2.5 billion setting a record high since issuance began. Compared to average sales of NT$1.78 billion during the same period over the past six years, this year saw an increase of 42% and the sales revenue of operators increased from NT$142 million to NT$157 million with each operator taking in earnings of NT$60,000/month on average, an increase of 10%. These results clearly show that the second issuance of the TSL not only can serve as a source for injecting resources into Taiwan's sports development but also ensure that its operators are taken good care of. 發行第2屆運動彩券拓展體育資源

103年1月1日起，第2屆運動彩券全新上市，運動彩券將進入一個新的里程碑。體育署與發行團隊秉持「新團隊、新做法、新希望」之理念，藉由更多元的賽事標的、更彈性的投注選擇，及更嚴謹的服務控管，來提升運動彩券銷售收入，落實運動彩券促進國家體育事業發展的政策目標。

運動彩券今年1、2月銷售總額25億元創發行以來新高，與過去6年同期平均銷售金額17.8億元比較，增加42％，而經銷商整體的銷售收入，也從以往同期1.42億元增加為1.57億元，平均每家經銷商銷售佣金每月達6萬餘元，成長10％，顯示第2屆運動彩券的發行，不僅能夠為台灣體育發展注入更多資源，對於經銷商也提供更好的照顧，相信今年在世界盃足球賽的熱潮下，運動彩券累積盈餘應該能夠再創高

University Alliance Run Program Energizing Students' Regular Exercise Habits

Aiming to get university students actively involved in outdoor activities and develop regular exercise habits, starting this year the Sports Administration and the Chinese Taipei University Sports Federation (CTUSF) will jointly organize the University Alliance Run.

The University Alliance Run will be held in designated regions with neighboring universities in the surrounding area participating together. The Northern Region comprises the seven universities of Fu Jen Catholic University, Tamkang University, Shih Chien University, Soochow University, Chinese Culture University, Shih Hsin University, and Ming Chuan University. The Northern Region's University Alliance Run took place on March 9th at Hsinchuang's Hsing Fu Shui Yang Park as more than 9,000 students from seven universities headed out of the blocks at the blast of the starter's fire. Students wore uniforms representing their universities, enhancing school identity and inspiring team spirit. The event also serves to advance interuniversity exchanges and most important of all gets more people actively involved in sports and exercise.

The University Alliance Run will also be held in the Central and Southern regions of the nation. Our hope is for universities to take turns organizing the event annually and for it to become a tradition that provides university students a fun activity to develop active interests in sports and exercise. Overall, these efforts will further advance the goal of a vibrant Taiwan full of vitality.

大專校院聯合路跑計畫帶動學生規律運動習慣

為了讓大專學生走出戶外、培養運動習慣，教育部體育署與大專體總從今年開始，將共同舉辦大專校院聯合路跑活動。

大專校院聯合路跑活動將分區舉行，由鄰近的各大專校院共同參與，例如北區的包含輔仁大學、淡江大學、實踐大學、東吳大學、中國文化大學、世新大學及銘傳大學在內的7校，聯合路跑活動就在3月9日於新莊的幸福水漾公園，由7校校長共同鳴槍下起跑，參加人數超過9千多人，比賽時各校學生穿著代表自己學校的服裝不但增加對學校的認同感和自我的歸屬感，也增進校際間的交流，最重要的是有更多人參與運動。

大專校院聯合路跑活動之後在中部及南部也會舉行，並且希望每年由各校輪辦，讓這項活動成為一種傳統，使大專學生更樂於參與運動，進而達到活力臺灣的目標。

2014 National High School Games Soaring New Taoyuan

The 2014 National High School Games will be held in Taoyuan from April 19th to 24th. Competition includes a total of 16 events—athletics, swimming, gymnastics, taekwondo, judo, archery, karate, table tennis, badminton, tennis, soft tennis, weightlifting, shooting, martial arts, fencing, and woodball—and 799 gold medals will be issued. Scheduling of events at this year's Games coordinate with the 2017 Universiade with rhythmic gymnastics and taekwondo poomsae continued from 2013 and fencing added. We anticipate that holding the National High School Games will further identify and better prepare outstanding athletes to participate on the 2017 Taipei Summer Universiade national team.

The Sports Administration hopes that the development of sports will increase the percentage of the population participating in sports (a.k.a. sports population) and enhance students' overall physical fitness index. From this competition we also hope that all athletes will learn the importance of giving it one's all, persevering in the face of challenge, respecting other competitors, and self-discipline.

Taoyuan County has long been recognized as the nation's "sports county" with numerous internationally renowned athletes and teams coming from Taoyuan. Recently, Taoyuan County Ping Jen Senior High School and National Tao-yuan Agriculture and Industrial High School won titles at the 1st Black Panther High School National Championship. Their spectacular achievements have been paramount in reinvigorating the popularization of student baseball. It is quite evident from its performance in competition that Taoyuan is dedicated to fully developing its athletes and striving for excellence.

103年全中運‧躍動飛揚新桃園

103年全國中等學校運動會4月19至24日在桃園舉行，競賽項目包括田徑、游泳、體操、跆拳道、柔道、射箭、空手道、桌球、羽球、網球、軟式網球、舉重、射擊、武術、擊劍、木球等16個運動項目，將發出799面金牌。教育部體育署表示，本年度也配合2017世大運競賽項目，延續102年全中運舉辦韻律體操及跆拳道品勢，並增加擊劍比賽，期望藉由舉辦全中運為我國儲備「2017年臺北世大運」國家代表隊的優秀運動人才。

體育署希望透過運動的推展，提升我國運動人口的參與率，並加強學生於體適能指標的各項表現，並期待所有選手都能透過競賽學習到奮鬥不懈、尊重選手與自律等精神。

桃園縣一向以「運動大縣」著稱，許多揚名國際的運動選手及團隊皆來自於桃園，如帶起學生棒球炫風的第一屆黑豹旗高中棒球大賽，更是由代表桃園縣的平鎮高中及桃園農工爭奪冠軍，更可見桃園對於體育賽會、選手培育的投入。
