2014 ISU Four Continents Figure Skating Championships World's Top Athletes Go Head-to-Head in Taipei

The 2014 ISU Four Continents Figure Skating Championships was held from January 22nd to 25th at the Taipei Arena. Nine exciting competitions took place at this four-day event, including men's singles, ladies' singles, pair skating, and ice dancing; and nearly 100 athletes, mostly from North America, the Asia-Pacific region, and Central Asia, participated.

Skating combines a perfect mix of strength, skill, and aesthetics. This competition was first held in Taipei in 2011, garnering overwhelming acknowledgement and acclaim from the International Skating Union (ISU). This year the competition once again returns to the Taipei Arena and has become recognized as the preeminent figure skating event in Asia. Representing Taiwan (Chinese Taipei) were the 2012 Asian Figure Skating Championships Junior champion Chih-i Tsao and bronze medalist Jordan Ju, along with Crystal Kiang; and a notable headline of foreign athletes, including Kazakhstan's Denis Ten, South Korea's Park Soyoun, and the U.S.' Nagasu Mirai, gathered in Taipei to compete and put on brilliant performances.

四大洲花式滑冰錦標賽，世界好手同台較勁

「2014年ISU四大洲花式滑冰錦標賽」於103年1月22日至1月25日在臺北小巨蛋舉行，為期4天共9場比賽，包含男子單人花式、女子單人花式、雙人花式及雙人冰舞等精彩賽事，主要選手來自北美、亞太地區及中亞等各國近百名選手參加。

滑冰運動是力與美的完美結合，此場賽事2011年首度在台北舉辦後，受到國際滑冰總會讚賞與肯定，今年再度回到台北小巨蛋，已成為亞洲最具代表性之花式滑冰賽事指標，代表臺灣參賽的好手有2012年亞洲花式滑冰錦標賽-青年組冠軍及季軍曹志禕、朱育加及江玟玟等，國外選手有來自哈薩克的丹尼斯坦、韓國的朴小宴、美國的長洲未來等眾多好手同台競技，帶來精采演出。

Sports Administration Director-general Jow-fei Ho Urges Chinese Taipei 2014 Sochi Winter Olympics Delegation to Make History

On 28th January the Sports Administration Director-general Jow-fei Ho met with the Chinese Taipei 2014 Sochi Winter Olympics delegation to show his support and encourage the athletes to give it their all.

The national delegation members visited Director-general Jow-fei Ho on the eve of their departure. Three Chinese Taipei athletes qualified for this Winter Olympics— Ching-yang Sung, Mackenzie Blackburn, and Te-an Lien—and would compete in these five events: men's 500m and 1000m speed skating (Ching-yang Sung), men's 500m and 1000m short track (Mackenzie Blackburn), and luge men's singles (Te-an Lien).

The opening ceremony for this edition of the Olympics took place on 7th February in Sochi, Russia and the closing ceremony will be on the 23rd. Our nation's athlete Te-an Lien first appeared in competition on 8th February, and then Ching-yang Sung and Mackenzie Blackburn appeared on the 10th and 13th respectively.

體育署長何卓飛期勉2014年冬奧代表團創造歷史

教育部體育署何卓飛署長於1月28日接見參加2014年俄羅斯索契(Sochi)冬季奧林匹克運動會代表團成員，勉勵全體成員全力以赴。

我國工作人員於出發前夕拜會何卓飛署長。我國本次共有宋青陽、呂明龍及連德安等3名選手取得冬奧參賽資格，參加競速滑冰男子500公尺、1000公尺（宋青陽）、短道競速滑冰男子500公尺、1000公尺（以上呂明龍）及男子單人無舵雪橇（連德安）等5項運動競賽。

本屆冬奧於2月7日於俄羅斯索契市開幕，23日舉行閉幕典禮，我國選手賽程將由連德安在2月8日首先出賽，宋青陽及呂明龍則分別於10日及13日展開賽程。

Sports Administration Constructs Nationwide Bicycle Path—Hualien-Taitung Route

From 2009 to 2011 the Sports Affairs Council (SAC) invested NT$3 billion in funds working together with city and county governments to construct bicycle paths across the nation. Currently, under a new designation, the Sports Administration has taken over the reins and aims to achieve the goal of connecting these paths nationwide. Over 2,000 km of bicycle path has already been completed and in the future (2013 to 2016) another NT$1.2 billion budget is slated for work on integrating tourist attractions and cultural features to create an exercise environment that is both environmentally and tourism friendly, propelling Taiwan to become a round-island bicycle tourism paradise.

The Sports Administration highly recommends the Hualien-Taitung region's Hualien County Twin Lakes and Double Tracks Bicycle Paths. Take the "Double Tracks Bicycle Path," which traces the Meilun River over to the Twin Lakes Bicycle Path where bicyclers can enjoy Qixing (Seven Star) Lake and Liyu (Carp) Lake. Then, bicyclers can connect to Hualien's County Road 193 that takes them north linking to Taroko Bicycle Path and south to Yuli Round-Township Bicycle Path.

Taitung County's Wuling Green Tunnel and Bolang Boulevard Bicycle Paths both pass by the Luye Township's Wuling Jail and Wuling Hidden Valley and the Chishang plains. In springtime when the fields are fallow the radiant yellow cole flowers bloom and the enormous trees lining the path offer picturesque countryside scenery and atmosphere.

To enjoy your bicycling to the fullest, before beginning the journey you should make sure your bike is in good condition, prepare the necessary safety accessories, stretch your body out first, and by all means when you're on the trail stay within your physical limitations to avoid overexertion. These simple steps will ensure that you thoroughly enjoy your bicycling adventure.

體育署建構全臺自行車道路-花東路線

行政院體委會自98至100年間投入30億元經費，結合各縣市政府興建全臺自行車道路網，教育部體育署接手後以完成全臺串連為目標，目前已建置超過2,000公里的自行車道，未來(102-105年)將再投入12億元，整合各地觀光勝境、人文特色，建構兼具環保、觀光的運動環境，使臺灣成為一座可以進行自行車環島旅行的王國。

體育署推薦的花東地區的自行車道有花蓮縣「兩潭、兩鐵自行車道」-利用「兩鐵自行車道」，沿美崙溪騎到兩潭自行車道，欣賞七星潭、鯉魚潭，串連花蓮「縣道193 線」，可往北銜接太魯閣自行車道及南方的玉里環鎮自行車道。

臺東縣的「武陵綠色隧道」及「伯朗大道」自行車道各自經過鹿野鄉武陵監獄及武陵幽谷，以及池上大平原，在春節的休耕時間，一片黃澄澄的油菜花及路旁的大樹，成為當地最美麗的田野風情。

享受單車運動之餘，騎乘自行車之前仍需注意車況檢查，備齊相關安全配備及暖身活動，尤其切忌逞強超出體能極限，才能享受安全且愉快的單車悠遊樂趣。

Regulations Governing the Establishment of the National Sports Training Center Ratified

After more than a year of review and deliberation the Regulations Governing the Establishment of the National Sports Training Center passed the third reading, marking a new milestone in the selection, training, competition, and assistance for the cultivation of the nation's talented competitive athletes.

The Ministry of Education will be the oversight authority of the National Sports Training Center in the future and the important institutional framework will be regulated under the Regulations Governing the Establishment of the National Sports Training Center, including the definition of the National Sports Training Center. The scope of assistance includes the selection, training, participation in competitive events, and counseling for outstanding national level athletes; organizational operations such as funding sources, personnel, and accounting system, internal controls, auditing, selection of board members and chairperson, and appointment of chairperson and president; and supervisory mechanism and oversight authority.

Following the corporatization of the National Sports Training Center, initiation of improvements in the operations and efficiency of the organization are expected to strengthen international competitiveness and elevate the level of performance in international competition. Operations of the administrative agency will give organizational affairs more flexibility, which will facilitate the establishment of a comprehensive and institutionalized governmental assistance program, open up avenues for bringing in private sector resources, and provide overall centralized planning for the center's auxiliary training bases. These measures will help Taiwan to actualize its goals of achieving extraordinary performances in major international sports competition.

「國家運動訓練中心設置條例」通過

「國家運動訓練中心設置條例」歷經1年多的審查及協商，獲立法院三讀通過，為我國競技運動人才培育之選、訓、賽、輔工作邁入新的里程碑。

國家運動訓練中心的相關重要制度皆納入「國家運動訓練中心設置條例」予以規範，包括「國家運動訓練中心」之定義；國家級優秀運動選手之遴選、培訓、參賽及輔導等支援範圍；經費來源、人事與會計制度、內部控制、稽核作業、董監事及董事長遴選、董事長及執行長聘任等組織運作規定；監督機關及監督權限等規範。

國家運動訓練中心法人化後，透過組織營運之專業經營及效能提升，預期將有效提升我國競技運動之國際競爭力，透過行政法人之運作，也將使組織作業更具彈性，使政府之補助健全化及制度化，並可引進民間資源及通盤整體規劃該中心附屬訓練基地等效益，以達成臺灣在重大國際運動賽事締造佳績之目標。

Hong Kuo Group Makes Contributions to Establish the Sports Corporate Sponsorship Foundation

The Sports Administration devised the Promotion of Sports Corporate Sponsorship Plan, a long-term plan that assists non-governmental organizations establish an incorporated sports foundation operational model. The Hong Kuo Group has responded to this policy, contributing NT$30 million to establish the Sports Corporate Sponsorship Foundation and donating an additional NT$30 million so this foundation has the necessary funding to continue following up on efforts to cultivate promising young athletes.

In the future, the Sports Corporate Sponsorship Foundation will continue encouraging enterprises to invest resources in sponsoring the nation's sports development and continue strengthening the policy initiatives currently being promoted by the Sports Administration. We anticipate that through this Foundation's active efforts more corporate sponsors will invest in sponsorship and help the nation's sports development reach even greater heights.

宏國關係事業捐助成立企業贊助體育運動基金會

教育部體育署辦理的「推動企業贊助體育運動方案」，長期規劃將以輔導民間成立財團法人體育基金會的方式持續運作。宏國關係事業響應政策，捐助新臺幣3,000萬元成立「企業贊助體育運動基金會」，並另外贊助3,000萬元將提供該基金會作為後續培育具有潛力的運動幼苗所需經費。 未來的「企業贊助體育運動基金會」仍將秉持鼓勵企業投入資源贊助我國體育運動發展為使命，並承續強化教育部體育署目前所推動的相關事項，期許未來在該基金會的積極運作下，能吸引更多企業投入贊助，讓我國體育運動的發展更臻完善！

Physical Education Class Is Fun!—Creative Lesson Plans and Parent-Children Reflections Award Selections

Physical Education Class Is Fun!—Creative Lesson Plans and Parent-Children Reflections Activity took place from 27th September to 17th November 2013. A total of 112 lesson plans and 78 parent-children reflections were submitted. For this activity exceptional physical education teachers from around the nation were called on to upload their creative and ingenuous physical education class lesson plans onto the activity website to share with everyone. Through these fun physical education classes children can learn many kinds of sports, gain greater enjoyment in sports participation, and nurture regular exercise habits.

Among these creative lesson plans were "3-Player Baseball"—with new rules that are simple, fun, easy-to-learn, and doesn't require special venues; "Fly Sky-High Universe Disc"—a flying disc sport that combines handicraft skills and a fairground game format for an exciting time; "Four Rabbits and Two Ghosts"—a creative basketball instructional game that uses a problem based learning approach to learn basketball skills with introspection and discussion of problems to cultivate students' problem-solving and social interaction abilities.

As for the parent-children reflections, children and parents get together to write down their thoughts and impressions about the physical education curriculum. This promotes greater interaction between parents and children, allows parents to better understand their children's physical education curriculum at school, and fosters support for the school's physical education activities.

體育課好好玩-創意教案與親子共文甄選活動頒獎

體育課好好玩-教案徵選及親子共文活動在102年9月27日至11月17日活動期間募集112件教案與78篇親子共文，活動邀請全國優秀的體育老師，將他們別具創意與巧思的體育課教案，上傳到活動網站與大家分享，讓孩子們能透過好好玩的體育課程，學習更多運動項目，也更喜歡運動、養成規律運動的習慣。

獲得特優的創意教案中有「三人制棒球」-新的遊戲規則，簡單、好玩、易學又不受場地限制；「飛向天空，乾坤轉盤」-丟飛盤運動，結合手工勞作與夜市遊戲的方式，活潑有趣；「四隻兔子兩隻鬼」，是創意的籃球教學，以「問題導向學習」方式，學習到籃球技能外，反思討論問題的方式，培養學生解決問題、社會互動等能力。

在「親子共文」部分，共同寫下對體育課的感想，藉由親子間互動，也讓家長可以更了解孩子在學校上體育課的情形，和支持學校體育活動！
