2013 Taiwan Japan Baseball Challenges—Return of Glory

In preparation for the 2014 Asian Games in Incheon the Chinese Taipei Baseball Association invited the Japanese Samurai to play a three-game series in Taiwan against the Chinese Taipei Baseball Team. The national team put forth a superb performance at the World Baseball Classic, and the nation's efforts to strengthen competitiveness have attracted the attention of Japanese baseball circles. This match-up with the Chinese Taipei Baseball Team advances Taiwan-Japan baseball exchanges, helps both sides cultivate young baseball talent, and offers valuable international competitive experience.

The Chinese Taipei Baseball Association has been actively coordinating with Japan's Yomiuri Giants since June of this year, and the Taipei Economic and Cultural Representative Office in Japan and the Association of East Asian Relations have also provided substantial assistance to make this Taiwan-Japan series in Taiwan a reality. Considering that the national teams of Taiwan and Japan are both currently rated among the top 4 nations in the world by the WBSC Baseball World Rankings and that both teams consist of their starting lineups, the matchup fueled a lot of buzz and anticipation and made baseball a sports headline.

中華民國棒球協會為備戰2014仁川亞運會，邀請日本武士隊來臺與中華成棒代表隊進行3場對抗賽。

我國成棒代表隊在經典賽優異的表現，棒球競技實力獲得日本棒球界高度重視，並與我國成棒代表隊舉行對抗賽，不僅促進臺日棒球交流，亦創造雙方培育棒球新秀與磨練國際賽經驗的平臺。

這次臺日2國的經典棒球對抗賽，由中華民國棒球協會與日本讀賣巨人隊自6月起即積極協調，我駐日代表處及亞東關係協會亦給予很大的協助，最終促使這次比賽可以順利在臺舉行。鑒於臺日兩國目前都是國際棒總所公布世界排名前4名的國家，2隊對抗賽自成員組成到先發人員，都令人期待，再次創造棒球成為國內運動焦點話題。

Guoguang Sports Medal and Scholarship Revisions Mulling Inclusion of Professional Competition and Baseball Classic

Following numerous panel discussions among specialists and scholars and public hearing processes, the Ministry of Education has released a preliminary announcement of the Guoguang Sports Medal and Scholarships revision content. In addition to increasing the Guoguang First Level First Class (1st place at Olympics) Scholarship amounts, it has also has included international professional competition and the World Baseball Classic as Guoguang Sports Medal and Scholarship events. This revision is in line with international competitive sports development trends and substantially upgrades incentives for the nation's athletes.

This revision process went through 14 specialist and scholar panel discussions and 2 public hearings. Factoring in current international sports competition and sports policy objectives, the Guoguang First Level First Class Scholarship increased from NT$12 million to NT$20 million, a sum that conveys the emphasis on Olympic gold medal athletes and further encourages athletes to make capturing the Olympic gold their career aspiration. Due to the recent spectacular performances by Taiwanese professional athletes, the Sports Administration has for the first time included international professional competition for Olympic Sports eligible to receive Guoguang Medal and Scholarship. In the future professional athletes with exceptional performances in professional competition will be eligible to receive the Guoguang Medal and Scholarship to honor their achievements and contributions to the nation.

In light of the unique natures and levels of exposure among the various professional sports, the Sports Administration will continue to assemble domestic and overseas specialists and scholars to hold discussions and deliberations on incentive methods and content for professional competition. During the preliminary phases, suggestions will be gathered from the various disciplines to realign the Guoguang Medal and Scholarship mechanism in tune with the pulse of the nation's competitive sports development.

國光體育獎章修法，研議納入職業賽事及棒球經典賽

經過多次專家學者會議及公聽程序，教育部預告國光體育獎章及獎助學金修法內容，除提高國光一等一級（奧運會第1名）獎金數額，同時將國際職業賽事及世界棒球經典賽納入國光獎章敘獎賽事，以配合國際競技運動發展趨勢，實質提升國家對於運動選手的獎勵。

此外，鑒於我國職業運動選手近來的出色表現，體育署也首次將奧運競賽種類之國際職業賽事納入國光獎章獎勵對象，未來在各項職業賽事中表現優異，為國爭光的職業選手，也能依規定表揚其運動成就，彰顯其對國家的貢獻。

針對各種職業運動種類之間性質及國際曝光程度的差異，體育署將持續針對職業賽事的敘獎方式及內容，邀集國內外專家學者進行討論及研議，預告期間亦將蒐整各界建言，以促使國光獎勵辦法將更加切合我國競技運動的發展方向。

這次的修法程序經14次專家學者會議及2次公聽會，衡酌當前國際體育運動賽事及體育政策目標，將國光一等一級獎助金額度由原本的新臺幣1,200萬元提高為2,000萬元，表達對奧運金牌選手的重視，同時希望能鼓勵我國運動選手以奧運奪金為生涯目標。

Taiwan-Hungary Sport Forum, Sports Exchanges Charges Ahead

The Sports Administration and the Hungarian Trade Office joined together to promote the 2013 Taiwan-Hungary Sport Forum. Following an exchange visit in May from Berki Krisztian, Hungary's London Olympics pommel horse gold medalist; in July, Novak Ferenc, the Sydney Olympics canoe gold medalist, was successfully recruited to participate in training our nation's athletes. And through ongoing efforts and mutual cooperation, in November initiatives expanded into the 2013 Taiwan-Hungary Sport Forum.

Hungary perennially performs well at the Olympic Games, averaging 8 gold medals in her recent participation of the games. The Sports Administration believes that the sports development policies and practices of Hungary offers a lot to learn from. The forum topics include: How to create gold medalists; selection, cultivation and training of athletes; Hungarian national sports policies; operation and management of sports organizations; and sports communication.

Hungarian national sports affairs officials, senior representatives of the Hungarian Olympic Committee, and sports academics came to participate in this Forum. In addition to the perpetuation of this year's Taiwan-Hungarian Sport Exchange Plan, the Sports Administration expects this Forum to further expand sports exchanges between the two nations. By introducing a broad scope of resources to bolster the nation's sports development foundations and competitiveness, Taiwan will be able to achieve its international competition medal goals in the future.

此外，鑒於我國職業運動選手近來的出色表現，體育署也首次將奧運競賽種類之國際職業賽事納入國光獎章獎勵對象，未來在各項職業賽事中表現優異，為國爭光的職業選手，也能依規定表揚其運動成就，彰顯其對國家的貢獻。

「2013年臺灣匈牙利運動論壇」為體育署與匈牙利貿易辦事處合作推動「臺匈運動交流計畫」，繼5月邀請倫敦奧運鞍馬金牌得主匈牙利籍的貝爾基(BERKI Krisztian)選手訪臺交流後，7月成功聘請雪梨奧運輕艇金牌得主諾瓦克(NOVAK Ferenc)參與我國輕艇選手培訓工作，在雙方持續努力合作下，11月擴大舉辦「2013年臺灣匈牙利運動論壇」活動。

體育署指出，此次邀請到包含匈牙利國家體育事務官員、該國奧會高層代表及體育運動學者等來臺訪問，除了延續今年以來的「臺匈運動交流計畫」政策外，體育署更期盼能藉由這次的論壇，深化兩國間的體育運動交流，引入各方資源，協助紮根我國的基層體育運動發展及競技運動實力，達成未來參與國際賽事奪牌目標。

體育署表示，匈牙利在奧運會一直有相當不錯的成績表現，平均獲得8面金牌，該國的體育運動發展政策及各項作法，相信有許多值得我國借鏡的地方。本次論壇主題包括：如何打造金牌選手：選手的發掘選材及培育訓練、匈牙利國家體育政策、體育運動組織經營與管理、運動傳播等專題。

Sports Administration Actively Promotes Sports Industry Creating a "Pushing Hands Flourishing Economy"

The Sports Administration sports services industry held a 2013 Achievements Conference inviting the sports service providers and students whom received support and assistance to share their experiences. The Sports Administration actively promotes a wide variety of sports services and assistance measures such as helping operators attain operational working capital, cross-industry collaboration, allowances for students to attend sports competitions and activities, cooperation between operators and schools, elevating the capacity of sports industry research and development, and cultivating sports industry talent. Up to now, implementation of these measures has resulted in the approval of loan guarantees worth over NT$270 million to sports service providers and the total amount of subsidies has reached NT$30 million, with more than 130 sports service providers, 120 schools at all levels, and 8,200 members of the general public benefiting.

Students from Sanmin Elementary School in Fusing Township, Taoyuan have routinely attended professional baseball games through the support of Sports Administration allowances. This has given children the opportunity to attend professional baseball games together and experience the thrill of watching professional sports live for the first time. Moreover, among the operators that have received Sports Administration loan credit guarantee assistance, Mr. Ming-yan Song, the proprietor of a kung fu supplies and equipment business, shared his company's success in obtaining bank loans thanks to the Sports Administration loan credit guarantee. This capital influx allowed his small enterprise to successfully corporatize operations and expand the scale of operations from one to three store locations.

The Sports Administration has set up an office dedicated to sports services promoting a full spectrum of assistance measures that assists sport service providers strengthen operations and their capacity to provide superior quality products and services. This support allows more of the public who enjoy sports and exercise to actively develop regular exercise habits, further enhancing the overall output of the sports service industry and promoting a thriving sports industry. These committed efforts will allow the sports industry to truly become a "pushing hands flourishing economy."

體育署積極推動運動產業為「打造幸福經濟的推手」

體育署運動服務業102年成果發表會，邀請受輔導及協助的運動服務業者及學生等分享心得。體育署積極推動協助業者取得營運週轉資金、跨產業異業合作、補助學生揪團觀賞或參與運動比賽或活動、鼓勵業者與學校合作，提升研發量能及培育運動產業人才等各項運動服務業之輔導措施。推行至今，已核定運動服務業者貸款保證2億7仟萬以上，各項補助金額達3,000萬元，總計超過130家運動服務業者、120所各級學校及8,200位民眾因此受惠。

桃園復興鄉三民國小的學童們透過體育署補助觀賞職棒例行賽事，讓該校學生有機會一起揪團看職棒比賽，體驗人生首場職棒賽事。另外，曾經獲體育署貸款信用保證協助業者，精武格鬥負責人宋明諺先生，在會中分享因為有體育署貸款信用保證，成功取得銀行貸款，順利將企業社轉為公司化經營，更成功從單店拓展到3家店的規模。

體育署設置運動服務業專責辦公室，推動各項協助輔導措施，協助運動服務業者強化體質、提供更優質的產品與服務，讓更多民眾熱愛運動，養成隨時運動的好習慣，進一步提升運動服務業整體產值，蓬勃運動產業，要讓運動產業成為真正的「打造幸福經濟的推手」。

Two-time Olympic 110m Hurdles Gold Medalist Visits Taiwan to Train Chinese Taipei Athletes

Two time track & field 110m hurdles gold medalist at consecutive Olympics in 1984 and 1989, Roger Kingdom, and coaches from the University of Georgia (U.S.) track & field team, visit Taiwan upon invitation from the Sports Administration. Mr. Kingdom participated in the 2013 Outstanding Coaching Symposium co-organized by the Chinese Taipei Track & Field Association and the Department of Sports, Kaohsiung City, providing training assistance in track & field disciplines (sprint and hurdles). Through the process of sharing his expertise and experience, our nation's coaches can strengthen their capacities, while athletes can sharpen their techniques and broaden international perspectives.

The Chinese Taipei Track & Field Association and the Sports Administration previously sent three of the nation's outstanding track & field athletes—Chieh Chen, Ming-huang Chang, and Chia-ying Lin—to take part in off-site training at the University of Georgia in the United States. To further bolster the level of coaching knowledge domestically, Roger Kingdom and other coaches were invited to conduct a four-day symposium. Roger talked about his formative years at school participating in a variety of sports, i.e., American football, high jump, and discus, and explained how he originally earned an academic scholarship to play American football in university before really excelling in collegiate and international track & field competition. This was the start of his career in athletics. He eagerly encouraged athletes to get involved in sports and utilize the environments these opportunities offer. There were roughly 70 participants in attendance, including the coaches and athletes training for the 2014 Incheon Asian Games, Sports Administration assisted professional full-time coaches and coaches with B-class certification.

The Sports Administration anticipates that this visit by Roger Kingdom and the Olympic-level track & field coaching staff from the University of Georgia will open up more training exchange channels for the nation's athletes and introduce a variety of resources to help the nation reach its medal goals for the 2016 Olympics and the 2017 Universiade.

兩屆奧運110公尺跨欄金牌來臺協助我國選手訓練

1984、1989年連續兩屆奧運田徑男子110公尺跨欄項目金牌選手Roger Kingdom等教練團，應教育部體育署邀請訪臺，參加中華民國田徑協會及高雄市體育處共同合辦之「102年優秀教練研習會」，希能增進我國田徑專項（短距離及欄架項目）技術水準，引進新知及強化教練、選手國際觀及拓展視野。

中華民國田徑協會與教育部體育署今年已選送優秀選手陳傑、張銘煌及林家瑩等3人赴美國喬治亞大學進行移地訓練。為進一步提升國內基層教練知能，更邀請Roger等人來臺進行4天的研習會。Roger以自身為例，在學齡時期已接觸美式足球、跳高及鐵餅多樣運動，大學時期先贏得橄欖球校隊獎學金，從此開啟運動生涯契機，並鼓勵在場學員應積極參與運動環境及機會，參加學員包括2014年仁川亞運培訓隊教練及選手、教育部體育署輔導田徑專任運動教練及具有B級教練證之教練等約70人。

體育署期盼藉由這次美國喬治亞大學奧林匹克田徑教練團來訪，可為我國選手開啟更多訓練交流的管道，引入各方資源，協助達成我國2016年奧運會及2017年世界大學運動會的奪牌目標。

Sports Administration Creates Safe and Optimal Bicycle Path

Working to create a safe and optimal bicycle path environment, the Sports Administration is currently collaborating with cities and counties (from Yilan County to Miaoli County) in northern Taiwan. The focus for completed round-island route networks is on reinforcing safety and enhancing tourist routes; and for those cities and counties whose round-island routes have yet to be completed assistance will be strengthened with simple and practical design concepts, safe and flat pathways, and simple and clear navigation services at the forefront. Ongoing efforts will continue for the construction of the Taiwan round-island bike path network, striving to provide cycling enthusiasts with an optimal bicycle riding environment.

"Connectivity" and "optimization" remain the Sports Administration's emphasis for providing ongoing assistance to local governments, the Ministry of Interior, Ministry of Transportation and Communications, and Environmental Protection Administration. These interagency resources will be allocated to promote the effective integration of tourism, industry, employment, and peripheral land development. From 2013 to 2016, a total of 470 km of new bicycle path construction is due for completion, which will integrate the sports and tourism industries and effectively cultivate the development of cross-border areas.

From 2002 to 2011, the National Council on Sports and Physical Education and the Sports Affairs Council authorities (previous designations for the current Sports Administration, Ministry of Education) completed construction of over 2,000 km of bicycle path including the connection of the New Taipei City to Miaoli County round-island route. To provide an optimal and safe cycling environment, the Taipei area has already inspected the bicycle tour environment extending from New Taipei City to Miaoli County, a 615 km bicycle pathway, striving to provide the population with an optimal bicycling environment. The Sports Administration anticipates that the improvements to the bicycle path network will spur the development of peripheral tourism and recreation industries, enabling Taiwan to continue on its path destined to become an internationally renowned cycling island.

體育署打造優質安全的自行車道環境，目前與北臺區域平臺內各縣市(宜蘭縣至苗栗縣)合作，已完成環島路網之路線，加強旅遊導覽及風險改善，並加強輔導尚未完成環島路線串連之縣市政府，以單純平實的設計理念、安全平緩的路段及簡單清楚的導覽服務等原則，持續努力建置全臺環島路網，期帶給愛好自行車運動民眾一個優質的自行車騎乘環境。

體育署以「串連」及「優質化」為重點目標，持續輔助各地方政府、內政部、交通部、環保署等跨部會資源，整合觀光、產業、就業、周邊土地開發等效益，自102年起至105年期間預計興建470公里之自行車道，使自行車道結合運動及觀光產業發揮整體跨域空間建設的成效。 前體委會自91年至100年間已完成建置超過2,000公里之自行車道，其中新北市至苗栗縣間已完成自行車道環島路線之串連。為提供自行車騎士更優質化且安全之騎乘環境，北臺區域平臺已將新北市至苗栗縣間長達615公里之自行車道進行自行車旅遊環境之體檢，期提供國人更優質騎車環境。體育署表示希望藉由自行車道路網系統的完善，帶動周邊的觀光與休閒產業的發展，使臺灣持續成為聞名國際的自行車島。

Black Panther Pennant National High School Baseball Tournament Battle for Glory Officially Gets Underway

The first edition of the Black Panther Pennant National High School Baseball Tournament officially commenced with the opening game held at the Taipei Municipal Tianmu Baseball Stadium on 1st December. On 2nd December the one and a half months of competition continued with games held synchronously in both Taipei and the Taichung Baseball Stadium. The Black Panther Pennant is a nationwide high school baseball tournament, and this year 51 high schools from counties across the nation have registered to participate. The tournament adopts the Japanese Koshien single-elimination format, allows aluminum bats, and student Baseball Clubs can also register to participate. These measures have been implemented to encourage more high schools to join in and support baseball, reviving the glory of over 100 teams competing for the Gold Dragon Pennant!

Participating teams gathered at the Taipei Municipal Jiankuo High School's, formerly known as Taipei First High School, Dream of the Red Chamber Hall to participate in an opening press conference. Dai-kang Yang, a star Taiwanese baseball player currently playing in Japan's Nippon Professional Baseball (NPB) league, and the famous Taiwanese directors Te-sheng Wei and Chih-hsiang Ma were in attendance to add a celebrity touch in promoting this occasion. Moreover, in order to generate greater interest in developing high school baseball, Videoland Television Network will telecast every Black Panther Pennant game. Live telecasts are expected to exceed 40 games, setting a new record for the most games for a high school tournament broadcast since the Gold Dragon Pennant. In addition to broadcasting games, close-up features on specific schools' daily training regimens and players' lifestyle will give the public an insightful look at the everyday lives of high school baseball players.

黑豹旗全國高中棒球大賽，最高榮耀正式開戰

第一屆「黑豹旗全國高中棒球大賽」12月1日將於臺北市天母棒球場點燃戰火舉行開幕賽，12月2日起也將同步在臺中棒球場兩地開打，舉行為期一個半月的賽事。黑豹旗全國高中棒球大賽，由全國各縣市51所高中學校報名參加，本賽事採與日本甲子園相同的單淘汰賽制，並開放鋁棒及棒球社團參與，希望透過這樣的方式，讓更多高中學校可以投入及關注棒球運動，另期望能恢復以往金龍旗參賽隊伍破百的榮景！

開賽記者會於臺北市建國中學夢紅樓舉辦，前身為「臺北一中」的建國中學本次也派隊參加，並邀請旅日名將陽岱鋼及我國知名導演魏德聖與馬志翔蒞臨推廣本賽事。此外，為了讓更多人關心高中棒球的發展，緯來電視網也將針對黑豹旗每一場賽事進行轉播，現場轉播場次預計將超過40場以上，創下金龍旗後，高中棒球賽事的轉播場次記錄。而除了賽事轉播外，也將深入報導部分學校平常的訓練及生活狀況，讓國人知道高中棒球選手的日常生活點滴。

Student Baseball League Coaching Continuing Education Workshop Setting Up a Coaching Registration System to Elevate Knowledge and Capability

The Sports Administration has set up an effective coaching registration system that enhances the moral character, instructional skills and specialized knowledge of elementary and middle school baseball league coaches. The Student Baseball League Coaching Continuing Education Workshop has been held annually since 2000, and provides a minimum of 18 hours of coursework involving moral character, legal aspects, the basics of sports training, and baseball knowledge courses designed to elevate the quality of baseball competitiveness.

To advocate the concepts of "sports principles and a lifetime of upstanding moral character," the Student Baseball League rules of competition clearly stipulate that coaches who register students for competition must participate in the Student Baseball League Coaching Continuing Education Workshop at least one time and receive a baseball league competitive coaching license. If a coach fails to obtain a license within 4 years time, starting in 2014 onwards those without licenses shall be denied access to register and participate in Student Baseball League competition. This will be the tenth time the enhanced training of baseball coaches has been held from 2000 to 2013 with a total of 740 coaches participating. The Sports Administration anticipates this well-rounded training that involves an understanding of a diversity of disciplines can help shape a sports environment with an emphasis on moral character and health. The 2013 Student Baseball League Coaching Continuing Education Workshop was held in four regional locations containing workshops of four levels with a total of 400 participants.

｢學生棒球聯賽教練增能教育研習｣建立教練登錄制度，提升知能

教育部體育署為有效建立教練登錄制度，加強中小學棒球運動聯賽球隊之教練品德教育、提升教學品質暨專業知能，自99年起每年辦理學生棒球聯賽教練增能教育研習，提供至少18小時有關品德、法治與運動傷害防護等基礎及專業課程，提升優質棒球競爭實力。

為倡導「運動有原則，終身有品德」理念，於學生棒球運動聯賽競賽規程明訂，報名學生各項聯賽之教練，需參加學生棒球運動聯賽教練增能教育研習至少1次以上，並取得學生棒球聯賽指導證，四年期間未取得學生棒球聯賽指導證者，自103年起，不得辦理登錄註冊及參加學生棒球運動聯賽。從99年至102年調訓棒球教練已辦理10梯次，調訓740人次，教育部體育署期待與各界共築一個重視品德、健康向上的運動環境。102年學生棒球聯賽教練增能教育研習，於北、中、南、東4區辦理4梯次研習，總共400人參加。

2013 HBL Preliminaries Televised Showcasing Players' Performances Nationwide

The High School Basketball League (HBL) group preliminaries schedule began in November. The Sports Administration and the Senior High School Sport Federation announced this year's theme "HBL Hero Strikes." The meaning represents the efforts of each player working hard and giving it their all; basically, if you are on the court you are a hero, and it also pumps up the energy level for the exciting competition.

This year, as in the past, HBL is divided into four groups: Class A Men and Women and Class B Men and Women, with a total of 346 teams and 6,596 participants. Among them there are 26 Class A Men's teams and 12 Class A Women's teams and 217 Class B Men's teams and 91 Class B Women's teams. All groups increased in number compared to last year and that means the HBL competition will be amped up at an even higher intensity level than before. Matchups in the Class A Men's competition are highly anticipated due to the reformatted competitive bracketing having only the top 8 teams from last year automatically qualify and leaving the other 18 teams open for a fierce battle to secure the remaining 8 qualifying spots. The rest of the competition is bound to get even hotter.

This year marks the first time HBL preliminary rounds have been televised. In addition to its continued support of student sporting events, the Sports Administration hopes that competitive events in other sports' leagues can have as much success as HBL, sparking a lively sports atmosphere on campus and encouraging all students to stay healthy and maintain regular exercise habits.

HBL高中籃球聯賽11月起展開各組預賽賽程，教育部體育署與高中體總宣布今年的主題是「HBL HERO 進擊的英雄」，代表每一位在HBL賽場上奮力打拼的球員，只要上場，都是英雄，也為這項賽事注入源源不絕的能量。

今年的HBL與往常相同，分為甲級男、女子組及乙級男、女子組等4組，今年共346隊6,596人參賽，其中男子甲級26隊、女子甲級12隊、男子乙級217隊、女子乙級91隊，皆較去年及前年成長，這也代表著HBL賽事競爭將更為激烈。其中備受矚目的男子甲級賽事，因為賽制更改的關係，只有去年前8強的球隊不用打資格賽，加上報名球隊的增加，使得資格賽形成18搶8的激烈局面，可以預見接下來的賽事更是精彩。

本年將是首次HBL從預賽就開始有電視轉播，教育部體育署除持續支持學生賽事外，也希望其他的聯賽都可以像HBL如此成功，進而帶動校園運動風氣，讓所有的學生都有健康的身體和規律的運動習慣。

2013 Elite Awards Lifetime Achievement Award and Excellence Awards Finalists Released!

The Sports Administration announced that the 2013 Elite Awards Lifetime Achievement Award winner goes out to the late Chinese Professional Baseball League (CPBL) EDA Rhinos Head Coach Sheng-ming Hsu. Head Coach Hsu passed away earlier this year in August. His life highlights an exciting and legendary chapter in Taiwan baseball history. In his playing years, as a member of the Tainan Giants little league team, he represented Chinese Taipei in victorious international competition relying on talent, hard work, acumen and tenacity. This was the first time the Taiwanese public had the opportunity to enjoy the thrilling drama of history being made on television before their eyes as the team won the world championship. His Chinese Taipei national teams later went on to successively becomes the first double crown and then triple crown champions, and he also broke the world Big League Baseball (a division of Little League Baseball) record for strikeouts. During his coaching career, he set the CPBL record of 715 victories, and served as the Head Coach of the Chinese Taipei Baseball Team, successfully leading the team into international competition, winning valiantly and gaining glory for the nation. In addition to these achievements, Coach Hsu was dedicated to promoting local sports development, such as his involvement in the Mei Nong little league baseball Ten-Year Plan, essentially devoting his entire life to nurturing and developing baseball in Taiwan. It is the culmination of these contributions that the Sports Association overwhelmingly recognizes as deserving of being awarded the Elite Awards highest honor—the Lifetime Achievement Award.

In 2013, the nation performed marvelously in major sporting events and even though all of the nominees from the various disciplines are worthy of receiving this award, as is the case with any award, unfortunately, it is impossible to accommodate everyone. On 18th December the Sports Administration will award the recipients of each category and cordially invites all of this year's elite athletes and their families and friends to come applaud these extraordinary performances.

102年精英獎終身成就獎及傑出獎(入圍者)名單出爐！

教育部體育署公布102年精英獎「終身成就獎」獲獎名單；由前中華職棒義大犀牛隊總教練徐生明獲得。徐總教練於今年8月辭世，一生堪為臺灣棒球史精彩傳奇的一章，球員時代，憑著天份、努力與膽識，參與了中華巨人少棒隊，首次讓臺灣民眾於電視機前欣賞贏得世界冠軍的感動歷程，隨後獲得首次二冠王、三冠王等經驗，並打破世界青棒賽三振紀錄；教練時期，更創下職棒715勝歷史紀錄，並擔任國家隊總教練，率軍征戰國際體壇，為國爭光；除此以外，徐生明教練還致力於地方體育推展，推動美濃少棒十年計畫，其一生所學奉獻於臺灣棒球的培育與扎根，因此教育部體育署頒予其精英獎最高榮譽之「終身成就獎」，堪稱實至名歸。

體育署表示，102年我國在各大運動賽事都有傑出的表現，各界推薦踴躍，所有獲推薦者也皆是一時之選，但任何獎勵總無法符合所有人的期待，體育署於12月18日選出各獎項得主並進行頒獎，邀請今年的運動精英及其親友一起為他們的優異表現喝采。
