2nd 12U Baseball World Cup—Taipei 2013 Opened Play
The 2013 International Baseball Federation (IBAF) 2nd 12U Baseball World Cup was held in Taipei from 18th~28th July 2013 at the Taipei Municipal Tianmu Baseball Stadium, Youth Park Baseball Field, and the Hsinsheng Park Baseball Field. This year’s tournament included participation from 14 teams representing the Czech Republic, the Philippines, Hong Kong, South Korea, Japan, Mexico, Brazil, Pakistan, Panama, Russia, the United States, Italy, Venezuela, and Taiwan. Our nation enjoys the respected moniker of “Kingdom of Little League Baseball,” and naturally, hosting the games upholds a special meaning for us. In 2011 Taipei City hosted the 1st 12U Baseball World Cup with teams from 13 countries contending for the gold. At the end with jam-packed stands of spectators cheering their home team on, Chinese Taipei prevailed, winning the gold medal at the inaugural 12U Baseball World Cup. The Ministry of Education hopes that the nation’s contingency of young baseball players can fully take advantage of the opportunity at this year’s competition to not only exchange views and experiences about baseball, but also get to know players from other nations on a personal level, thus broadening their international perspectives and realizing the goal of making friends through baseball.
The Sports Administration explains that since 2010 the government has been advancing the Baseball Reinvigoration Program striving to assure the baseball community of the government’s commitment to revitalizing the sport of baseball. The implementation of this program has benefited baseball at all levels throughout the nation propelling large increases in the baseball sports population and also resulting in outstanding performances at many international competitions. These results have further sparked the nation’s fervent passion for baseball, elevated the baseball talent level, and increased Taiwan’s international visibility. The Sports Administration will continue promoting the sport with a Baseball Strengthening Program in 2014. We hope the return of another edition of the 12U Baseball World Cup will give the local fans another boost of excitement to cheer about.

2013年第2屆世界盃少棒錦標賽於臺北市開打
2013年第2屆世界盃少棒錦標賽於102年7月18日至28日在臺北市天母棒球場、青年公園棒球場及新生公園棒球場展開。本屆共有捷克、菲律賓、香港、韓國、日本、墨西哥、巴西、巴基斯坦、巴拿馬、俄羅斯、美國、義大利、委內瑞拉及我國等14國14隊參賽。
我國享有少棒王國之美譽，主辦少棒運動比賽在我國具有特殊意義。民國100年於臺北市舉辦的2011年第1屆世界少棒錦標賽，當時共13國13隊參賽角逐金盃，最後在滿場觀眾加油吶喊之下，中華隊不負眾望留下首屆世界少棒錦標賽冠軍金盃。教育部體育署希望我國代表隊棒球小將們，能充分把握這次世界少棒錦標賽與各國代表隊切磋球技的機會，同時也可以透過這次比賽，認識其他來自13個國家的少年選手們，多多擴展小朋友的國際視野，達到以球會友的目的。教育部體育署表示，政府自2010年起推動「振興棒球運動總計畫」，讓棒球界感受政府對振興棒球運動的決心，全國各級棒球因計畫之推動，棒球運動人口數大為增加，更在多場國際比賽締造佳績，每每引發國內棒球熱潮，並不斷提升棒球競技運動水準及提高臺灣在國際的能見度。體育署也延續推動2014強棒計畫，期待本屆少棒錦標賽在臺舉行能為國內球迷帶來另一波棒球的熱潮。

Beam Raising Ceremony for the National Sports Training Center Redevelopment Program Phase I Construction
A Beam Raising Ceremony for the much anticipated National Sports Training Center (NSTC) Redevelopment Program Phase I Construction was held on 8th July 2013 at 10:30 am. The SAMOE commissioned the Construction and Planning Agency, Ministry of Interior (CPAMI) to be in charge of this Project, which includes the construction of two ground-level buildings each 7-stories high buildings as a combat sports center and a ball sports center, respectively. The combat sports center will include martial arts, boxing, wrestling, fencing, karate, judo, and taekwondo. The ball sports center will house training facilities for 15 sports, including basketball, volleyball, badminton, bowling, table tennis, handball as well as gymnastics and weightlifting. Each venue offers premium quality training facilities designed in accordance with international standards and specifications and specially customized for each sport’s unique features as well as employing green architectural concepts of energy conservation and carbon reduction to provide elite athletes with a state-of-the-art training environment. Completion of construction is scheduled for 2014.
NTSC, formerly known as the Zuoying Training Center, was established in 1976 and for over thirty years it has served the mission of training the nation’s elite athletes and fostering the long-term development of selective sporting disciplines. The Center’s facilities are noticeably in need of an upgrade, and this is the first new sports venue constructed since its establishment. The two buildings will equip the nation with world class professional training facilities for our elite athletes. This construction is a momentous indicator of extraordinary significance.
The Sports Administration is confident the redevelopment will create a professional training venue that imbues Taiwan’s regional architectural characteristics. This facility will provide a comprehensive training environment for athlete training, complete with information, research and administrative support. This modernization will put the nation’s sports training mechanism in stride with international standards and enable us to realize the goals of cultivating outstanding athletic talents and strengthening the international competitiveness of our athletes.

「國家運動選手訓練中心整建計畫第一期工程」上梁典禮
體育界引頸期待的國家運動選手訓練中心整建計畫第一期工程，於102年7月8日上午10時30分舉行上梁典禮，本工程係由教育部體育署委託內政部營建署代辦，將興建技擊館、球類館共2棟地上7層之建築物，技擊館包含武術、拳擊、角力、擊劍、空手道、柔道、跆拳道，球類館包含籃球、排球、羽球、保齡球、桌球、手球、體操、舉重，共計可容納15種運動項目訓練場地，各訓練空間之規劃設計係以相關國際標準及規範規定進行設計，並考量運動特性及節能減碳等綠建築概念，以提供國內菁英選手優質訓練環境，預計於103年竣工。
民國65年成立之「左營訓練中心」，三十餘年來擔負我國菁英運動選手訓練及長期培養重點發展項目的任務，其場館設施都已明顯老舊，本工程為國訓中心成立以來第一座新建之運動場館，作為我國國家級培育優秀運動人才專業訓練場所，本工程之進行具有特殊指標意義。
相信在本次整建計畫執行下，興建出具有臺灣地域特色及建築設計風格的專業培訓場地，提供選手培訓、資訊科研及行政支援之完善訓練環境，使我國運動培訓機制與國際接軌，達成培育國家優秀運動人才，並提升我國選手整體國際競技實力。

University of Georgia Olympic Coaching Group Visited Taiwan on Technical Exchange
The University of Georgia Olympic Coaching Group comprising Prof. Paul Schempp, Director of the Sport Instruction Research Laboratory at the University of Georgia; Mr. Jack Bauerle, the U.S. Bejing Olympics Women’s Swim Team Head Coach; and women’s 4×100-meter medley relay silver medalist at the Athens and Beijing Olympics, Ms. Kara Lynn Joyce, accepted a joint invitation from the SAMOE and Chinese Taipei Olympic Committee to visit Taiwan on a technical exchange from the 14th to the 19th of July. The itinerary for the visit entailed a 3-day coaching seminar at the Taipei Physical Education College, where experiences and technical exchanges were shared with the nation’s swim coaches from all levels and swimmers representing the nation’s Asian Games Training Team and the Asian Youth Games contingency. This exchange was designed to elevate the skill level and broaden the vision of the nation’s swim coaches and athletes via exchanges with the world’s premier coaches and athletes.
A Coaches Seminar was held from 16th to 18th July at the Taipei Physical Education College. Local swim coaches from all levels along with elite athletes participated in this program which included training methods and practice drills. This exchange visit by the UGA Olympic Coaching Group coordinates with the Sports Administration’s policy to participate in international multi-event sports competition with the aim of winning medals in Olympic sport disciplines and upgrading our competitive strength in core sports disciplines (athletics, swimming, gymnastics, etc.). Taiwanese track & field shot putters Ming-huang Chang, Chia-ying Lin and hurdler Chieh Chen are some of the few athletes have been trained at University of Georgia.
The Sports Administration anticipates this visit to open up more training exchange channels and help the nation achieve its goals of securing medals at the 2016 Olympics and 2017 Universiade.

美國喬治亞大學奧林匹克游泳教練團訪臺進行技術交流
美國喬治亞大學奧林匹克游泳教練團，由喬治亞大學運動指導實驗室主任Paul Schempp教授、2008年北京奧運美國女子游泳隊總教練Jack Bauerle先生與雅典及北京奧運女子游泳400接力銀牌得主Kara Lynn Joyce小姐等3人組成，應教育部體育署及中華奧林匹克委員會邀請，於7月14日至19日來臺進行技術交流活動。此次訪問行程將於臺北市立體育學院進行3天的教練講習會，與我國各級游泳教練、亞運培訓隊及亞洲青年運動會代表隊游泳選手進行經驗及技術交流，目的是希望透過與世界頂尖教練及選手交流，提升我國游泳教練、選手技術水準及視野。
教練講習會於7月16日至18日在臺北市立體育學院舉行，課程內容包括訓練法講授及實務演練，國內各地游泳教練及精英選手共同參與講習會。美國喬治亞大學奧林匹克游泳教練團來臺交流，配合體育署規劃參與國際綜合性運動賽會，以奧運運動種類為奪牌重點，推動發展基礎運動種類（田徑、游泳、體操），全面提升競技實力之目標，我國田徑鉛球選手張銘煌、林家瑩及跨欄選手陳傑亦先後赴美國喬治亞大學進行訓練。
體育署期盼藉由這次美國喬治亞大學奧林匹克游泳教練團來訪，為我國選手開啟更多訓練交流的管道，協助達成2016年奧運及2017年世大運的奪牌目標。

Training Program for 2017 Taipei Universiade Officially Launched
The national delegation participating in the 2013 Kazan Universiade captured a total of 4 gold, 4 silver and 7 bronze medals, while the host and top performer Russia raked in 155 of the total 351 gold medals available at this Universiade and China came in second with 26. The US, a perennial powerhouse in international sports, only took 11 gold medals, making it readily apparent the varying degree of importance each country places on the Universiade.
The Sports Administration classifies the Universiade as a second-tier competitive event below the ranks of the Olympics and the Asian Games, and hopes that participation in this event can help bolster competitive strength and prepare for future participation in the Olympics and Asian Games. Since the establishment of the Sports Administration, Director-general Jow-fei Ho has squarely confronted the serious incongruities in the nation’s competitive athlete system and the Administration has included a regimented, step-by-step framework for training athletes as a key policy in the Athletic Wave Program.
At the 2013 Kazan Universiade the following athletes from our national delegation won medals: women’s weightlifter Hsing-chun Kuo, table tennis men’s doubles Hung-chieh Chiang and Chih-chi Wu, table tennis women’s doubles I-chen Lee and Chia-hui Lin, and tennis men’s doubles Hsin-han Li and Hsirn-yin Peng secured gold; weightlifter Wan-ting a Hong nd women’s badminton Tzu-ying Tai won silver; and women’s judo Zhen-ling Lian, table tennis Chien-an Chen, and badminton Tien-chen Chou captured bronze. All of these athletes are involved in the specialized, long-term training program provided to young athletes possessing extraordinary potential. The experiences gained from participation in this year’s Universiade will serve as a warm-up for their future participation in the 2014 Asian Games and the 2016 Olympics.
Even though goals for this year’s Universiade were met, the Sports Administration has engaged in further scrupulous review of the selection, training and competition participation. The nation is also readying for the 2017 Universiade Taipei by launching the “Securing 7th and Snatching 5th place” training program designed to turn the goals of “Securing 7th place” at the 2015 Guangju Summer Universiade and fighting our hardest to “Snatch 5th place” at the 2017 Taipei Summer Universiade a reality.

2017臺北世大運培訓計畫正式啟動
2013年喀山世界大學運動會，我國參加本次賽事共獲4金4銀7銅的成績，綜觀本屆世大運總金牌數351面，地主俄羅斯囊括155面，第二名中國僅獲得26面，世界體育強國的美國，亦僅獲11面金牌，排名第7，可見各國對世大運的參賽重視程度不一。
本署將世大運定位為奧運會及亞運會下的二級賽會，期望選手透過參賽，厚植競技實力，作為備戰奧運及亞運的階段目標。本署成立後，何卓飛署長已正視到我國競技運動選手有嚴重斷層現象，故本署已將「浪潮計畫」建立選手接班梯隊列為重要政策。
本屆世大運我國參賽獲獎選手，如女子舉重郭幸淳、桌球男子雙打江宏傑及吳志祺、桌球女子雙打李依真及林佳慧、網球男子雙打李欣翰及彭賢尹等勇奪金牌；舉重洪萬庭、羽球戴資穎奪得銀牌、柔道連珍羚、桌球陳建安及羽球周天成等獲得銅牌，都是我國列為長期培訓年輕優秀具有潛力選手，經過本屆世大運參賽經驗的洗禮，未來都將會是我國參加2014年亞運及2016年奧運之主力選手。
本屆世大運我國參賽成績雖符預期參賽目標，惟本署將針對選拔、培訓及參賽工作加以檢討，另外，我國備戰2017臺北世大運「保七搶五」的培訓參賽計畫亦將正式啟動，設定2015光州世大運應達到「保七」目標，以利2017臺北世大運全力朝爭取「搶五」的目標邁進。

Chinese Taipei Delegation Deployed to Sofia Deaflympics
The national delegation for this edition of Deaflympics included a lineup of both veterans and newcomers competing in 11 sports disciplines—athletics, shooting, badminton, tennis, table tennis, bowling, karate, taekwondo, orienteering, cycling and men's basketball. The delegation has targeted a goal of finishing within the world’s top ten. The nation’s successful hosting of the 21st Summer Deaflympics Taipei 2009 is still heralded as the “Deaflympics paradigm successors will have difficulty surpassing.” The success of Deaflympics Taipei 2009 has resonated over to this year’s event and made Taiwan gain recognition and respect among the international community for deaf sports. After the flag presentation ceremony of 19th July, the Chinese Taipei delegation departed on a flight to Sophia, Bulgaria on the 23rdand returned home on 6th August.

本屆我國陣容老將、新秀齊聚，將角逐田徑、射擊、羽球、網球、桌球、保齡球、空手道、跆拳道、定向越野、自由車與男子籃球等11項運動種類，參賽目標鎖定排名世界十強內。
由於我國成功舉辦2009年臺北第21屆聽障奧運會，至今仍被譽為「後人難以超越的聽障奧運」，因此本屆參賽也極受大會重視，給予相關禮遇，顯見我國在國際聽障體壇受重視之程度。中華臺北代表團在7月19日授旗典禮後，於23日啟程飛往保加利亞‧索菲亞，於8月6日返抵國門。

President Ma Presented Flag and Anticipated Athletes’ Spectacular Performances at the Cali World Games
The 9th edition of the World Games was held from 25th July to 4th August 2013 in Cali, Columbia. Our nation sent a total of 59 athletes and 23 coaches to participate in 13 disciplines—billiards, bowling, roller skating, women’s tug-of-war, women’s beach handball, powerlifting, field archery, ju-jitsu, finswimming, korfball, aerosports, sumo, and duathlon. The Chinese Taipei delegation held a flag presentation ceremony on the 22nd at which President Ying-jeou Ma personally presented the flag and encouraged the athletes to gain the most from the competitive experience and strive to achieve even better achievements this time around.

2013年卡利第9屆世界運動會於102年7月25日至8月4日於哥倫比亞卡利舉行，我國遴派撞球、保齡球、滑輪溜冰、女子拔河、女子沙灘手球、健力、原野射箭、柔術、蹼泳、合球、飛行運動、相撲、鐵人兩項等13種運動種類，共計選手59人及教練23人參加，中華代表團22日舉行授旗典禮，由總統馬英九親自授旗，勗勉選手在競賽中吸取經驗，並創下更好成績。

Stay Away from Dangerous Waters While Enjoying Summer Swimming
The arrival of summer vacation signals the peak season for student drowning incidents. The Sports Administration has called together government water management authorities and special municipalities and county (city) governments to convene Student Water Safety Public Announcements in hopes that integration and connectivity of the Student Water Activity Safety Network will effectively prevent drowning incidents.
Sports Administration statistics indicate that since the first half of 2013 there have already been 19 student drowning incidents with middle and high school students accounting for the highest percentile group. The majority of these tragic incidents occurred in creeks, rivers, or ocean with groups of youth on excursions with their friends playing in water and ignoring safety precautions.
The Sports Administration is coordinating with central and local government authorities to intensify the patrolling of dangerous waters and reinforcing the public’s water safety concepts. We are also working to establish a water safety network in coordination with city and county governments that intensifies oversight through the implementation of effective awareness promotion and prevention measures. Students, parents and the general public are urged to choose a safe, sanctioned water site for leisure activities, and parents should closely monitor their children’s summer activity plans in order to avoid dangers and prevent accidents.

危險水域莫靠近 暢泳一夏樂歡心
暑假到來也是學生溺水事件高峰期，教育部體育署邀集中央相關水域主管機關及直轄市、縣（市）政府召開「學生水域安全記者會」，希望藉由學生水域安全防護網的整合及串連，降低學生溺水事件。
教育部體育署統計自102年上半年已有19名學生溺水事件，國高中學生為高發生率族群，其發生場域多是在溪河流與海邊，主要原因是自行結伴出遊，未於安全水域戲水所致。
教育部體育署協同中央與地方，加強危險水域巡查及強化民眾水域安全觀念，並與縣市政府建立水域安全網絡，針對危險區域，進行有效的宣導及防制措施，加強督導。並提醒學生、家長及民眾，從事水域相關活動請務必前往合格且安全的水域，並請家長留意學生參與暑期活動的動向，防範可能發生的危險。

Chinese Taipei Trio Wins “Triple Crown” at the Little League Baseball World Series Asia-Pacific Regional Tournament
Chinese Taipei baseball teams from three divisions participated in the Little League Baseball World Series Asia-Pacific Regional Tournament held in Clark Freeport Zone, Philippines. All three teams exhibited a relentless spirit and team chemistry and were able to post perfect records, winning every single game by substantial margins to earn the well-deserved “Triple Crown” title. This year Chinese Taipei sent teams at little league, youth league, and junior league level to participate in the Little League Baseball World Series Asia-Pacific Regional Tournament. The teams representing each of the three divisions were all from Taoyuan County—the little league team was from Chung-Ping Elementary, the junior league team was from Hsin-Ming Middle School, and the big league team was composed of players from Ping-Jen High School, Shou-Shan High School, and Chuan-Chiao High School.
Taiwan has a storied history in World Series competition winning the “Triple Crown” title six times, a miraculous feat that helped spark our citizens’ avid interest in the sport of baseball. Following a stellar performance to advance at the Asia-Pacific Regional Tournament and qualify for yet another World Series appearance, the Sports Administration hopes that citizens will fully support and cheer on the trio to once again strive for the exalted world “Triple Crown” title, revitalizing the baseball fervor of yesteryear.

中華三級棒球隊參加世界少棒聯盟亞太區賽獲「三冠王」美譽
中華三級棒球代表隊參加世界少棒聯盟在菲律賓克拉克市主辦的亞太區三級棒球錦標賽展現高昂鬥志及團隊合作，每場比賽都以懸殊比數大敗對手，表現優異，以全勝之姿獲得「三冠王」美譽，本次參加世界少棒聯盟亞太區賽事中華少棒、青少棒及青棒隊，均由桃園縣三級隊伍所組成，少棒為中平國小、青少棒為新明國中、青棒則由縣內平鎮、壽山及泉僑等3所高中組成。
早期我國代表隊曾於世界錦標賽六度獲得世界「三冠王」頭銜，也掀起國人對棒球運動之風潮。本次取得亞太區代表權後，將陸續參加世界錦標賽，本署希望國人給予中華三級棒球隊最大支持與加油，讓我國有機會再次邁向世界「三冠王」榮譽，重溫當年棒球熱潮。

2013 Wimbledon Tennis Championship Women’s Doubles Champion Hsieh Su-wei Met President Ma
Taiwan’s women’s tennis star, Su-wei Hsieh won the 2013 Wimbledon Tennis Championship women’s doubles title. Upon returning home an Appreciation Press Conference was held on 12th July and in the morning of the 22nd she was invited to the Presidential Office for a meeting with President Ma.
President Ma once again extended congratulations to Su-wei Hsieh for the honor of earning “lifetime Wimbledon membership” and winning the 2013 Wimbledon Tennis Championship women’s doubles title. He also praised Ms Hsieh for her courage in overcoming obstacles by becoming the first Taiwanese citizen to win a Grand Slam tennis title. At the conclusion of the meeting, President Ma presented her with souvenirs and wished her the best in continuing honing skills and achieving personal breakthroughs that keep her atop the international competitive sports stage and bring honor to the nation.
President Ma repeatedly stated his unwavering commitment to athletics and sports development, the importance of actively promoting sports for all and competitive sports, and reiterated the Ministry of Education’s utmost emphasis on athlete training. Backed by the urgent impetus of Legislative Yuan President Jin-pyng Wang and Education Minister Wei-ling Chiang, the Corporate Sponsorship Promotional Platform for Sports will provide support to sports organizations and athletes so that athletes are better capable of winning glory for themselves and the entire nation.

「2013溫布頓網球公開賽」女子雙打冠軍謝淑薇晉見馬總統
我國女子網球好手謝淑薇奪得「2013溫布頓網球公開賽」女子雙打冠軍，回國後除於7月12日辦理感恩記者會外，並於22日上午在總統府晉見馬總統。
馬總統除再次恭賀謝淑薇獲得「溫網終身會員」的殊榮，並贏得「2013溫布頓網球公開賽」后冠外，更讚揚謝淑薇勇於突破自我，成為我國第一位贏得網球大滿貫賽會后冠的選手，最後並贈送紀念品，祝福謝淑薇能在技術上再次突破，更上層樓，繼續在國際運動競技舞臺上，為國爭光。
馬總統多次表達支持體育及運動發展之決心，期望全民運動或競技運動均應積極推展，並再次表示教育部對培訓選手一向非常重視，在立法院王院長金平與教育部蔣部長偉寧的推動催生下，未來將透過「推動企業贊助體育運動平臺」，協助支持體育運動團體及選手，讓選手為自己也為國家爭取光榮。
