Glory and Gratitude, It’s Good to Have You
The Sports Affairs Council of the Executive Yuan (SAC) journeyed through 16 years since its inception in 1997. In conjunction with the organizational restructuring of the Executive Yuan, the SAC was reshuffled as the Sports Administration, Ministry of Education (SA) commencing 1 January 2013. A Glory and Gratitude gala was held on 20th December 2012 at the Main Auditorium of the Sports Joint Building, to express gratitude to dignitaries from the sports sphere and government agencies for their continual support and encouragement over the years.
The SAC governed the policies and development of national sports, and for the past 16 years, not only had the SAC accomplished the objectives of increasing the number of people engaging in sports, raising national fitness and quality of lifestyle, and molding Taiwan into a Sports Island, but also successfully secured the long-term support of private corporations, associations and individuals; further, the SAC aided in the nurturing of numerous outstanding athletes and elites, who enhanced Taiwan’s international exchanges and visibility through commending performances at international sporting events. These accomplishments and glory will not have been possible without the support and assistance from all spheres.
“Glory and Gratitude, It’s Good to Have You” event saw the presence of representatives of the central government, past SAC ministers and deputy ministers, retired personnel, city/county governments, sports associations, sports universities, respective sports associations and academia. In one accord, all gathered to witness the glorious past and embrace the future. The SAC produced an exciting video titled “Glorious Tassel –A Reminiscence” to demonstrate the fruits of hard work over the last 16 years. SAC Minister Tai Hsia-Ling led friends of the sports sphere in completing a lighting relay, a symbol of their continual sacrifice and dedication to sports development.
The completion of an important mission often symbolizes the beginning of another. In conjunction with the organizational restructuring of the Executive Yuan, the SAC will be integrated as part of the Ministry of Education. Under a brand new structure and operation, the actualization of sports development will continue despite reassigned missions or division of labor. In the future, the SAMOE will integrate sports in schools and continue sports development works under the three guiding principles of Promoting Sports for All, Enhancing Competitiveness and Developing Sports Industry.


2012 Elite Awards Ceremony
The annual grand event in the sports sphere – the 2012 Elite Awards Ceremony – was
held at the International Conference Hall of the Grand Hotel on 6 December 2012; there were 8 awards, namely the: Best male athlete – Chuang Chih-Yuan; Best female athlete – Hsu Shu-Ching; Best coach – Tsai Wen-I; Best sports team – 2012 World Tug-of-war Championships female delegation; Best new athlete –Wang Ping-Shun;
Best sportsmanship – Hsiao Mei-Yu; Special – Chen Wei-Yin; Lifetime Accomplishment – Mr. Hsu Tien-Ya;
The 2012 Elite Awards Ceremony was personally presided over by Vice President Wu Den-yih, who gave exhortations to all award recipients and nominees. Minister without Portfolio Huang Kuang-Nan graced the occasion and presented the Lifetime Accomplishment Award to Mr. Hsu Tien-Ya. The event also saw the presence of 2011 Elite Awards winners: Mr. Wu A-Ming, Mr. Chang Ming-Huang, Mdm. Ma Shu-Hsiu, Ms. Tai Tzu-Ying, Ms. Li Chin-Wen, Republic of China Sports Federation President Chen Chien-Ping, National Taiwan University of Physical Education and Sport Dean Su Wen-Jen and Taipei Physical Education College Dean Cheng Fang-Fan as award presenters.


Announcement of the Selection Results for the 2nd Sports Lottery Issuer
The highly anticipated selection process for the 2nd Sports Lottery Issuer was completed on 19 December 2012, with ADATA Technology Corporation securing the issuance rights of sports lottery from 1 January 2014 to 31 December 2023.
It was stated that since the invitation to tender was announced on 26 July 2012, several companies consulted concerning the details, and were replied in full by 17 September 2012. By the stipulated deadline of 26 October 2012, ADATA Technology and ICP
Electronics completed the submission process. ADATA Technology sought Chinatrust as its financial system supplier and procured an operations system from Intralot SA; ICP Electronics sought Taishin Bank as its financial system supplier and commissioned Taiwan Jitai Technology as its system supplier.
After receiving pertinent documents, the Selection Committee spent over a month deliberating and evaluating proposals by the aforementioned companies. Presentations were given by the companies on 19th December 2012, and were evaluated based on the following criteria: Financial Health, Team Performance and Organization Planning, Operation and Management Capabilities, Sales Target and Financial Planning, Safety Planning, Operations Risk Management Mechanism, and Selection and Management of Authorized Operators. In the end, ADATA Technology came out on top and was selected as the Sports Lottery Issuer.


Participation Report of the 2012 26th Asian Baseball Championship
The Chinese Taipei delegation participated in the 2012 26th Asian Baseball Championship from 28 November to 5 December 2012 at the Taichung Intercontinental Baseball Stadium. Six teams participated in the event, including Japan, Korea, China, Philippines, Pakistan and the host team.
After days of intense showdown, the Chinese Taipei delegation won against Korea, China, Philippines and Pakistan, but unfortunately lost against Japan, securing second position with a 4 win – 1 lose result. Nonetheless, it achieved its objective of being in the top two positions.

Physical Fitness Examination for the Working Class
To assist the busy working class in gaining a healthier perspective on life, the SAC organized the “I Win When I Love Sports” physical fitness examination event for the Working Class; exciting activities with prizes were held to encourage them to learn more about their own physical conditions. There were 12 physical examination stations across the country, with focus on personnel from 6 major industries: manufacturing, wholesale and retail, transportation and storage, accommodations and catering, finance and insurance, as well as education services. In total, more than 24,000 people participated in the event. A performance result press conference was held at the SAC Building on 18th December, 2012. SAC Minister Tai Hsia-ling presided over the event and picked out the first prize winner, who was awarded with a NT33,000 cash prize and fixed wheel equipment worth NT20,000.


Announcement of the Management Guidelines Governing the Certification of Professionals for the Sport of Paragliding Draft
The SAC formulated the Paragliding Safety Rules on 29 September 2004 through SAC Quan Order No. 0930018973 to assist the country’s development of paragliding, strengthen safety management of the aforementioned rules, and ensure consumers’ rights.
In light of the recent accidents with regard to paragliding, on-site investigation results by the Consumer Protection Committee and relevant agencies, coupled with the holding of the Joint Investigation Results on the Sports of Paragliding and Paragliding Sites spurred the formulation of pertinent regulations, which formed the foundation in assisting paragliding business owners and consumers. Based on the results of the investigations, the SAC formulated the Management Guidelines Governing the Certification of Professionals for the Sport of Paragliding that outlined topics such as professional certification requirements, accident prevention measures and accident insurance mechanisms. The draft was announced on 20 December 2012 in accordance with administrative procedure.


Guidelines Governing the Pilot Establishment of Sports Associations in Agencies and Corporations
To assist the establishment and operation of sports associations in agencies and corporations, strengthen grassroots sports organizations, encourage corporate emphasis on sports rights of employees, enhance public participation in sports and increase employment opportunities of professional sports personnel, the SAC formulated and announced the Guidelines Governing Pilot Establishment of Sports Associations in Agencies and Corporations Using SAC Sports Development Fund, which has a trial period of 2 years commencing 2013. The pilot tests target agencies with more than 500
personnel and corporations over 2000 personnel, and provide professional sports personnel, sports association instructors and sports event subsidies for employees and their families, with the hope that more people will be encouraged to engage in sports and develop a healthy body. Guidelines for the pilot tests can be found on the SAC’s official website under the Regulations Section (www.sac.gov.tw).


SAC Project Quality Inspection for the “First Phase of the National Sports Training Center Renovation Plan” and “National Shooting Training Base – Kungshi Shooting Range Plan”
To ensure the quality of relevant projects in the National Sports Training Center Renovation Plan, the SAC invited experts and scholars from the field of civil engineering, architecture, electrical engineering and project management to conduct on-site project quality inspections for the “First Phase of the National Sports Training Center Renovation Plan” and “National Shooting Training Base – Kungshi Shooting Range Plan”.
The “First Phase of the National Sports Training Center Renovation Plan” was considered excellent in terms of management and organizational structure, project supervision records, and actualization rate, giving it a final score of 83 (rank A). Further, the “National Shooting Training Base – Kungshi Shooting Range Plan” had a final inspection score of 78 (rank B), with improvements needed in certain aspects, despite its excellent supervision mechanism and active improvements by pertinent Quality Assurance (QA) personnel. All improvements were requested to be made prior to 11 January 2013.
